Strengthening decentralization to the communal level contributes to improved state management and better serve people.

At the consultation meeting on the draft report by the Standing Committee of the Hai Phong Party Committee reviewing one year of operating the overall political system structure and the two-level local government model on May 27, Party Central Committee member and Secretary of the City Party Committee, Head of Hai Phong’s National Assembly delegation Le Ngoc Chau, affirmed that the review aims not only to assess results after one year under the new model but also to identify limitations, difficulties and bottlenecks encountered during implementation.
The Party Secretary asked departments, agencies and localities to clarify five key issue groups, including specific measures on decentralization and devolution to the communal level to continue completing the local governance model and improve the effectiveness of the administrative apparatus.
For matters beyond the city’s authority, the city will compile full proposals to submit to the Central Government for consider and relevant mechanisms and policies on decentralization and devolution, attracting high-quality human resources, digital transformation and infrastructure investment.
For issues within the city’s authority, competent agencies will proactively review and promptly remove arising obstacles and inadequacies. The objective is to build a streamlined, effective and efficient grassroots government apparatus that meets development requirements and better public services.
