The Hai Phong People's Committee has officially incorporated an East–West high-speed corridor into the localized adjustment of the city's Master Plan to 2040, with a vision toward 2050.

The East–West High-Speed Corridor is one of Hai Phong’s key transportation projects, designed to strengthen connectivity between the western and eastern parts of the city while enhancing links to industrial parks, logistics centers, and major transport routes connecting Hai Phong with surrounding regions.

The planning adjustment covers two sections along the proposed route. The adjustment area in An Phong Ward extends for approximately 1.1 kilometers, while the section passing through Ai Quoc and Nam Dong Wards covers approximately 3.9 kilometers.

In An Phong Ward, the route is approximately 1.1 kilometers long, connecting the area bordering Kim Thanh with the An Duong Industrial Park. In Ai Quoc and Nam Dong Wards, the 3.9-kilometer section traverses several urban development areas and is planned to intersect with the future Ring Road 5 of the Hanoi Capital Region as well as Provincial Road 390.

To secure sufficient land for the project, the city will adjust land-use functions in affected areas, converting portions of residential land, production land, green spaces, and water surface areas into transportation infrastructure land.

The planning adjustment is considered an important preparatory step toward establishing a major East–West transportation axis for Hai Phong in the coming years. Once developed, the corridor is expected to strengthen the city’s core infrastructure network, expand development space, and improve connectivity among urban areas, industrial zones, and logistics service centers.

According to the Hai Phong People's Committee, the route alignment, exact location, cross-sectional design, and interchange configurations will be further specified during the preparation of subdivision plans, detailed planning documents, and subsequent investment project implementation in accordance with applicable regulations.
