Ensuring land handover progress for new urban area projects in Hai Phong
Hai Phong’s Department of Agriculture and Environment is working with local authorities to resolve site clearance bottlenecks and hand over land to investors, aiming to keep new urban area projects on schedule.

According to the department, the city is implementing land acquisition and clearance work for 431 projects in 2026, covering more than 14,942 hectares and affecting over 165,600 households and 424 organizations. The projects include 18 new residential developments. To date, nine projects continue to face difficulties related to site clearance.
Hai Phong Vice Chairman Le Trung Kien chaired a meeting with relevant departments, agencies and local authorities to review site clearance for projects being implemented across the city this year. He stressed that projects should not be delayed due to a lack of cleared land and called on relevant agencies and localities to adopt effective measures to address outstanding issues.

Following directions from city leaders, the Department of Agriculture and Environment has introduced a range of measures to support local authorities. Duong Dinh On, Deputy Director of the department, said it has worked closely with local governments throughout the site clearance process. Whenever difficulties arise, the department promptly provides guidance and support to help resolve them. For several delayed projects, stronger involvement from local authorities, together with the department’s support, has gradually helped remove obstacles and ensure cleared land can be handed over to investors.
For projects facing difficulties related to land inventories and compensation plans, the department is coordinating with local authorities to review and classify outstanding issues and identify appropriate solutions.
