Improving the quality of grassroots officials

After the reorganization of administrative units and the implementation of two-tier local government, the grassroots cadre force faces new demands in terms of qualifications, capacity and digital skills.

The practical implementation of two-tier local government shows that the grassroots cadre force basically meets task requirements. However, given development needs in the new phase, the quality of the officials still has shortcomings that need to be addressed. Certain fields such as science and technology, land, environment, planning and construction still lack personnel with advanced specialized training. The ability of some officials to apply digital platforms and digital technologies in handling administrative procedures remains limited, while demands for administrative reform, digital transformation and public service are rising.

Recently, the Standing Committee of the Hai Phong Party Committee issued Resolution No. 09 on improving the quality of the grassroots cadre force to meet the requirements of the new situation. The resolution sets the goal of building a grassroots cadre team, especially key leadership cadres, with firm political integrity, innovative thinking, governance capacity, and the spirit to dare to think, dare to act and take responsibility for the common good.

By 2030, the city strives for 100% of commune-level leaders and managers to meet standards in professional qualifications, political theory and public administration according to their job positions; 100% of commune-level cadres and civil servants to receive training and professional development, professional skills and public service execution. The city also focuses on raising the proportion of female and young cadres in party committees, promoting rotation of cadres from the city to grassroots levels, and strengthening the participation of science and technology–qualified personnel in local leadership and management.

The targets and measures set out are not only intended to address current shortcomings but also to build a truly professional grassroots cadre force that meets local governance requirements in the new development phase.
