Two-tier local government brings administration closer to the people

After one year of operation, the two-tier local government model in the eight communes of Cluster No. 16 has recorded clear improvements, becoming closer and more responsive to the people.

On the afternoon of May 28, in An Lao Commune, Mr. Le Trung Kien chaired a conference to review and provide comments on the draft report of the Standing Committee of the City Party Committee regarding the one-year review of the operation of the overall organizational model of the political system and the two-tier local government model in Cluster No. 16, which includes eight communes: An Lao, An Truong, An Quang, Kien Thuy, Kien Minh, Kien Hai, Kien Hung and Nghi Duong.

At the conference, participants generally agreed with the draft report of the Standing Board of the City Party Committee on the results achieved in operating the overall organizational model of the political system and the two-tier local government model over the past period.

Participants also proposed supplementing statistical data for analysis, assessment and comparison between the new and old models; further clarifying several difficulties and limitations; and adding more practical solutions and recommendations based on local realities.

Concluding the conference, Mr. Le Trung Kien, Vice Chairman of the City People’s Committee, emphasized that the preliminary review had initially affirmed the positive effectiveness of the two-tier local government model, particularly its spirit of being closer and more responsive to the people.

The implementation process has shown that the local government model has improved operational effectiveness and efficiency while reducing intermediary administrative layers. Thanks to the proactive and innovative spirit of grassroots officials, many difficulties and obstacles have initially been addressed.

Regarding tasks in the coming period, based on an analysis of the achievements and existing limitations, Mr. Le Trung Kien requested local authorities to continue firmly directing and implementing assigned tasks. Particular attention should be paid to professional training and capacity building to improve the quality of grassroots officials, with a focus on young and female cadres. Localities were also urged to upgrade facilities, internet infrastructure and equipment to support digital transformation tasks at the grassroots level. The communes in Cluster No. 16 will continue effectively implementing the resolutions of the Central Government and the City Party Committee.

According to the report presented at the conference, after one year of operating the overall organizational model of the political system and the two-tier local government model in the eight communes of Cluster No. 16, clear improvements have been recorded.

The arrangement and assignment of officials and civil servants working in commune-level agencies have ensured clear responsibilities and tasks. Streamlining intermediary administrative levels has enabled the two-tier local government model to operate more directly and closely with local communities, while enhancing comprehensive governance capacity across larger administrative areas.

People are warmly and thoughtfully assisted when carrying out administrative procedures.

The eight communes in Cluster No. 16 have achieved significant improvements in administrative reform and digital transformation through the operation of modern Public Administrative Service Centers, data digitalization, transparent public disclosure of procedures and enhanced accountability of officials, helping reduce processing time and travel costs for residents.

These achievements have not only strengthened public trust and confidence but also laid a solid foundation for the future development of localities in Cluster No. 16 in the coming period.
