7/8 socio-economic targets of Hai Phong expected to meet or exceed growth scenario

In May and the first five months of 2026, Hai Phong’s socio-economic situation continued to maintain positive growth, with production sectors closely following the growth scenario set out by the city.

On the morning of May 28, Mr. Do Thanh Trung, Deputy Secretary of the Hai Phong Party Committee and Chairman of the Hai Phong People’s Committee, chaired the regular meeting to review the implementation of socio-economic development tasks in May and the first five months of the year, as well as key tasks for June and the following months.

The conference was held in both in-person and online formats, connecting to 114 communes, wards and special administrative zones across the city.

Striving for industrial production growth of 16.55% in June

In May and the first five months of 2026, Hai Phong’s socio-economic situation continued to maintain positive growth, with production sectors closely following the city’s proposed growth scenario. Seven out of eight socio-economic targets are expected to meet or exceed the planned scenario. The city’s goods market remained stable, with abundant supply and no shortages, supply chain disruptions or localized price surges reported.

Hai Phong was honored as one of the five localities with outstanding economic governance quality according to the 2025 Provincial Competitiveness Index (PCI). The city also continued to rank first nationwide in the 2025 Public Administration Reform Index (PAR INDEX) and the Satisfaction Index of Public Administrative Services (SIPAS).

The city successfully organized celebrations marking the 71st anniversary of Hai Phong Liberation Day and the Red Flamboyant Festival – Hai Phong 2026. Political security and social order across the city remained stable and well maintained.

However, one economic target failed to meet the growth scenario, namely the increase rate of the Industrial Production Index (IIP).

Overview of the meeting.

To ensure the achievement of the city’s GRDP growth target of 12.27% for the first six months and 13% for the whole year of 2026, Hai Phong aims for GRDP growth in the second quarter of 2026 (at 2020 constant prices) to increase by 13.25% compared to the same period last year.

In June, the industrial and construction sector is targeted to grow by 16.16%, ensuring a six-month growth rate of 14.55%. In particular, industrial production is expected to increase by 16.55%, securing a six-month growth rate of 14.89%, while the construction sector is projected to grow by 11.12%, bringing six-month growth to 10.41%. The trade and services sector is targeted to expand by 11.2%, ensuring a six-month growth rate of 10.84%.

Total social investment capital in the second quarter is expected to reach VND 86.8 trillion. During the second quarter, the city aims to complete 469 social housing units, bringing the total number of completed social housing units in the first six months of the year to 988.

The meeting is connected online to communes, wards and special zones across the city.

Implementing comprehensive solutions

During the meeting, leaders of the City People’s Council, People’s Committee, departments, sectors and localities focused discussions on a wide range of issues, including: the disbursement progress of public investment capital; site clearance for key city projects and locally managed public investment projects; state budget revenue collection; solutions to ensure stable electricity supply and achieve the targeted growth of the Industrial Production Index (IIP); public asset management; support for household businesses transitioning into enterprises; strengthening administrative discipline and public service responsibility; and preparations for the 2026 entrance examination for grade 10 and the national high school graduation examination.

In his concluding speech, Mr. Do Thanh Trung, Chairman of the Hai Phong People’s Committee, emphasized that the city’s socio-economic situation in May and the first five months of the year continued to maintain a strong growth momentum. However, the goals, tasks and workload for June and the following months remain substantial, requiring strong political determination and the coordinated engagement of the entire political system across the city.

The Chairman requested departments, agencies and local authorities to proactively and effectively implement plans related to the economic growth scenario and the public investment disbursement scenario for the remaining months of 2026. At the same time, he stressed the need to strengthen discipline and responsibility in public service performance.

The city will also continue institutionalizing and effectively implementing the special mechanisms and policies under National Assembly Resolution No. 226/2025, while completing the proposal dossier for amendments and supplements to Resolution No. 226/2025 for submission to central authorities.

The city is urgently implementing procedures related to planning, construction investment and investment attraction for industrial park projects, housing projects and specialized economic zones. In particular, priority is being given to rapidly deploying social housing projects linked to rental and purchase schemes, contributing to attracting high-quality human resources to live and work in the city. Hai Phong is also accelerating the preparation of the city’s master plan, striving to complete and submit it to the Prime Minister for approval in 2026.

Emphasizing tasks related to public investment disbursement in the coming period, Mr. Do Thanh Trung, Chairman of the City People’s Committee, requested agencies and localities to urgently remove obstacles, speed up site clearance and accelerate construction progress to avoid situations where allocated capital remains unused due to delays in land clearance. Departments and sectors were also asked to promptly finalize the city’s medium-term public investment plan for the 2026–2030 period.

Regarding the settlement of long-delayed and stagnant projects, as well as the handling of redundant office facilities in accordance with directives from the central government and the City Party Committee, the Chairman of the City People’s Committee requested completion within the second quarter of 2026.

The Chairman of the City People’s Committee also urged relevant departments, sectors and agencies to make thorough preparations and strengthen communication efforts to ensure that the entrance examinations for grade 10 in the 2026–2027 academic year and the 2026 national high school graduation examination are conducted safely, seriously and in full compliance with regulations. At the same time, the city will work to minimize damage to people and property caused by natural disasters and epidemics, while effectively organizing the one-year review of implementing the two-tier local government model and the merger of Hai Phong and Hai Duong.
