Hai Phong creates new growth momentum
With strong political will, Hai Phong is implementing coordinated measures to realize its 2026–2030 growth target of 13% per year, with an aspirational goal of 14% annually.
To meet the target, Hai Phong is deploying a suite of focused solutions. Priorities include completing a synchronized, modern and competitive institutional framework to spark breakthrough growth; transforming the growth model; accelerating restructuring across sectors; fostering business zones and new economic models; and promoting growth while maintaining macroeconomic stability. The city is also working to unblock and diversify supply chains and financing channels; develop a modern, integrated infrastructure system; accelerate urbanization and urban development; and strengthen regional linkages.
National Assembly Vice Chairman Nguyen Hong Dien noted that Hai Phong is one of the few localities to sustain double-digit growth for more than a decade, underscoring its critical role as a growth pole in the northern region. With clear advantages in industry, logistics, seaports and tourism, and a strong commitment to reform, the city is expected to maintain its development momentum.
He urged the city to urgently review and adjust its 2021–2030 development plans with a vision to 2050, fully updating them to align with regional and national planning; accelerate the shift to a new growth model; push science and technology, innovation, the digital economy, high-tech, biotechnology and green technologies; and speed up public investment projects.
He also called for a prompt review and timely proposals to amend central and National Assembly resolutions that create obstacles or inadequacies, and take full advantages of special mechanisms and policies. These steps would open new development space and unlock resources to serve the city’s socio-economic development in the new period.
