Hai Phong boosts efficiency of two-tier local government
Hai Phong Party Secretary Le Ngoc Chau called for shortcomings to be addressed promptly to help the political system operate more effectively and better serve the public.

On May 27, Cluster No.1, comprising Hong Bang, Hong An, Ngo Quyen, Gia Vien, Le Chan and An Bien wards, held a conference in Hong Bang Ward to review one year of operation under the two-tier local government system and provide feedback to a draft report by the Standing Committee of the Hai Phong Party Committee.
The conference was attended by Le Ngoc Chau, Member of the Party Central Committee, Secretary of the Hai Phong Party Committee and Head of the Hai Phong National Assembly delegation; Do Manh Hien, Standing Deputy Secretary of the Hai Phong Party Committee and Head of Working Group No.1; and Vu Tien Phung, Member of the Standing Committee of the Hai Phong Party Committee and Vice Chairman of the Hai Phong People’s Committee.

Speaking at the event, Hai Phong Party Secretary Le Ngoc Chau stressed that the review was an important task after one year of operating the two-tier local government system.
He said the review should clearly identify both achievements and shortcomings in order to propose measures to ensure the system operates smoothly and efficiently in line with central government directives.

Hai Phong is among the localities highly regarded by the central government for its operation of the two-tier local government system, he said, adding that the report should draw from practical experience.
Following comments raised at the conference, Hai Phong Party Secretary Le Ngoc Chau highlighted several priorities for commune-level administrations after one year of implementation.
The city has reviewed office facilities for communes, wards and special zones and is considering renovation, expansion or broader redevelopment plans to meet operational needs at the local level.

Regarding the restructuring of villages and residential groups, he called for arrangements that are appropriate and aimed at improving the quality of part-time personnel working at the grassroots.
To meet the requirements of the two-tier local government system, the city should also focus on training officials in areas where weaknesses remain, he said.
Responding to concerns raised by several wards in the city center, the Party secretary said Hai Phong is revising its master plan, including the urban core area, with the goal of developing a modern city with convenient air, road and sea transport links to support long-term tourism growth.
Concluding the conference, Standing Deputy Secretary of the Hai Phong Party Committee Do Manh Hien praised the preparations made by wards in Cluster No.1 for the one-year review of the two-tier local government system.

Departments and agencies should promptly address difficulties and recommendations raised by local authorities, he said.
Regarding the city’s draft report on one year of implementation, he asked the City Party Committee’s Organization Commission and the Department of Home Affairs to collect feedback from the conference, supplement data and provide objective and concise assessments while ensuring quality and progress.
Based on discussions at the conference, local authorities were urged to develop solutions to address difficulties and improve operational efficiency in the coming period.
