Set of civil aviation safety performance indicators released

The Ministry of Construction has just issued a Circular on the State Safety Program in Civil Aviation Field, which sets out provisions on the ‘Set of Civil Aviation Safety Performance Indicators’.

The set of civil aviation safety performance indicators of Vietnam must be developed separately for each field of civil‑aviation activity, be consistent with the goals of Vietnamese civil‑aviation safety goals, and regional and global aviation safety plans, and be based on the collection and analysis of safety data and on the assessment of identified safety risks.

The annual safety‑performance targets corresponding to each safety‑performance indicator shall be determined and announced in writing by the Civil Aviation Authority of Vietnam (CAAV) before 15 January each year and must meet the following requirements: Ensure the achievement of Vietnam’s civil‑aviation safety goals; Be based on safety trends and safety data; Ensure that each safety‑performance target is set at, or better than the reference value and the value achieved in the previous year.

In addition, the Ministry of Construction requires the Civil Aviation Authority of Vietnam to monitor, inspect, supervise and assess the level of aviation‑safety implementation and the set of civil‑aviation safety performance indicators and safety‑performance targets by organizations and individuals, in accordance with regulations.

The Civil Aviation Authority of Vietnam is responsible for reviewing the set of civil‑aviation safety performance indicators of Vietnam, when necessary, proposing to the Ministry of Construction amendments, so that the set remains consistent with the standards of the International Civil Aviation Organization (ICAO) and with the practice of Vietnamese civil‑aviation operations.

The Circular takes effect on 1 July 2026.
