Ensuring sufficient power to support industrial growth

The need to ensure a stable, safe electricity supply not only supports production but also boosts Hai Phong's competitiveness in attracting investment.

Power infrastructure ‘one step ahead’

At the recent Red Flamboyant Festival - Hai Phong 2026, the 110kV Tu Minh (Dai An 2) transmission line and substation project was officially put into operation in the city's western area.

The project, with a total investment of VND 119.2 billion, was implemented in Mao Dien commune and Tu Minh ward.

The project helps relieve overload at the 110kV substations Dai An, Phuc Dien, Ngoc Son, Tien Trung and Dong Nien; reduces electricity losses; and improves power quality for businesses and residents.

According to the Hai Phong Economic Zone Authority, the city currently has three economic zones covering a total area of 47,840 ha, one free trade zone and 45 established industrial parks covering 13,219 ha. In just the first four months of 2026, Hai Phong broke ground on seven industrial parks with a total area of 1,850.45 ha and a combined investment of about VND 30,743 billion.

Rapid industrial expansion has put significant pressure on the power system. According to Hai Phong Power Company, in 2026 the city is expected to bring online about 46 large electricity customers with capacities of 1 MW or more, totaling 377 MW. The city's peak electricity demand in 2026 is forecast to reach 3,678 MW, up 12% from 2025; commercial electricity output is estimated at 19,080 million kWh, an increase of about 8.95%.

Comprehensive energy infrastructure

Beyond securing electricity for production, the current priority is to gradually diversify supply sources, develop clean energy and improve the quality of power infrastructure serving industrial parks and economic zones.

The Politburo’s Resolution No. 70-NQ/TW on ensuring national energy security through 2030, with a vision to 2045, requires ensuring a safe, stable and sustainable electricity supply; diversifying sources; and linking these efforts with digital transformation and the net-zero emissions goal.

Following this orientation, beside traditional power sources, the city is focusing on developing rooftop solar, gas-fired power, offshore wind and researching waste-to-energy; at the same time it is investing in transmission infrastructure and smart grids.

According to the Hai Phong Economic Zone Authority, many industrial parks are pushing the eco-industrial model, using clean energy and resource circularity. Nam Cau Kien Industrial Park and Dinh Vu Industrial Park currently meet over 80% of international criteria for eco-industrial parks.

Along with accelerating key transmission projects, Hai Phong city and relevant departments continue to invest in comprehensive power infrastructure for industrial parks and economic zones; gradually develop clean energy sources, modern transmission infrastructure and smart grids in the spirit of the Politburo’s Resolution No. 70.
