In the first four months of 2026, FDI attraction in industrial parks and economic zones reached USD 1.24 billion, equal to 34.69% of the annual target under the growth scenario. Cumulative through April 2026, the city attracted 1,047 projects with total foreign direct investment estimated at more than USD 44.3 billion.
At the meeting, leaders of the Hai Phong Economic Zone Authority asked the City People's Committee to consider supplementing staffing to meet requirements for the city's economic zones and industrial parks development in both the short term and long term. They requested the timely issuance of a decision establishing the Hai Phong industrial workers' housing fund and its operating mechanism. They also asked the city to consider allocating budget for 2026–2028 for investment in workers' housing infrastructure in at least three industrial parks with the highest labor density. The authority proposed issuing mechanisms and policies to encourage and support enterprises to buy social housing for lease to workers and employees.
During the session, the vice chairmen of the City People's Committee and representatives of city departments and agencies exchanged many views to promote investment attraction, expand development space for economic zones and industrial parks, and make positive contributions to the city's growth targets for 2026 and beyond.
In his concluding remark, Hai Phong City People's Committee Chairman Do Thanh Trung praised the efforts and results achieved by the Hai Phong Economic Zone Authority in carrying out assigned tasks and contributing positively to the city's development.
Amid Hai Phong's competitive advantages in attracting investment are gradually narrowing compared with other localities, and to ensure achievement of investment attraction targets for 2026 and the 2025–2030 period, the city Chairman requested the Hai Phong Economic Zone Authority to regularly urge investors and local authorities to accelerate site clearance and industrial park infrastructure construction to welcome more and more investors.
