Party organizations take root in FDI enterprises
Alongside industrial growth and investment attraction, the establishment of Party organizations in FDI enterprises in Hai Phong has received increasing attention.

Supporting business development
In recent years, alongside the rapid development of industrial parks and economic zones, Hai Phong has become one of the country’s leading localities in establishing Party organizations in non-state and foreign-invested enterprises.
The city currently has three economic zones covering a combined area of 47,840 hectares and 45 industrial parks with a total area of nearly 13,000 hectares. More than 1,300 enterprises are operating in the city, employing over 360,000 workers. This provides significant room for developing Party organizations while also placing increasing demands on strengthening the Party’s leadership role in the business sector.
Under Conclusion No. 46-KL/TU of the Hai Phong Party Committee and the principle of “Where there are workers, there are Party organizations,” the Party Committee of the Hai Phong Economic Zone Authority has implemented various measures to develop Party organizations and create sources for Party membership recruitment within enterprises.
In the first four months of 2026 alone, the Party Committee of the Hai Phong Economic Zone Authority established 11 out of 12 targeted Party organizations, fulfilling 92% of the annual target and raising the total number of Party organizations under the Party Committee to 106, with 1,328 Party members.
One notable milestone was the establishment of five new Party organizations at enterprises in Trang Due Industrial Park and VSIP Hai Phong Industrial Park, including Party cells at Moons' Industries Vietnam Co., Ltd.; Hanmiflexible Vina Co., Ltd.; LG Chem Hai Phong Engineering Plastics Co., Ltd.; Meiko Vietnam Co., Ltd.; and Taesung Engineering Vina Co., Ltd.
These enterprises maintain stable production operations, employ large workforces and have growing demand for building core personnel within their businesses.

Building substantive and effective Party organizations
In many enterprises, effective Party organizations have helped strengthen connections between businesses and workers. This is considered one of the important factors contributing to a stable investment environment and strengthening confidence for enterprises to continue expanding production and business activities in Hai Phong.
Current requirements focus not only on establishing more Party organizations but also on improving operational quality. To effectively fulfill their role, Party organizations must remain close to businesses and workers and stay connected to daily production and business activities.
Many believe that for workers to trust and voluntarily strive to join the Party, Party members within enterprises must themselves be pioneers in labor and production, demonstrating professional competence, discipline and responsibility. When Party members are truly exemplary individuals at work and respected within the workforce, the role of Party organizations will be recognized more clearly through practical effectiveness rather than formal activities alone.
As Hai Phong continues expanding its industrial space and attracting more major domestic and foreign enterprises, the requirement is not only to establish additional Party organizations but also to improve operational quality and strengthen the substantive role of Party organizations within enterprises.
According to Pham Van Thep, member of the City Party Standing Committee, Secretary of the Party Committee and Head of the Hai Phong Economic Zone Authority, Party organizations within enterprises must genuinely accompany businesses in their development. They should help build professional, disciplined and harmonious working environments while improving workers’ living conditions. Party members should promote their pioneering and exemplary role in labor and production, becoming a core force contributing to higher productivity, improved work quality and stronger corporate culture.
