Overcoming difficulties to maintain public investment disbursement momentum

In the first four months of 2026, Hai Phong’s public investment disbursement achieved many positive results, contributing to boosting economic growth. However, disbursement progress has shown signs of slowing due to emerging difficulties and obstacles, requiring localities and investors to act more decisively to maintain acceleration.
Efforts to speed up project progress
According to the Finance Department’s report, by April 29, 2026 the city’s cumulative public investment disbursement reached VND 10,661 billion, equivalent to more than 27.5% of the plan assigned by the Prime Minister and 27.47% of the city’s own plan. Hai Phong remains among the localities with the highest disbursement rates nationwide.
These results reflect the city’s decisive direction and the coordinated engagement of departments, agencies, localities and investors. The city has drawn up monthly disbursement scenarios, regularly updated progress, and linked these updates with field inspections to promptly remove obstacles, while clearly assigning responsibilities to each agency and unit. Interdepartmental task forces handle on-site issues directly, and public communications and dialogue have been intensified to build consensus. In addition, the city has flexibly reallocated funds, tied leaders’ accountability to disbursement outcomes, and expanded the use of information technology in public investment management.
Focus on site clearance

Despite positive results, the city’s disbursement pace showed signs of stalling slow going. In April alone, the city disbursed about VND 2,240 billion, lower than the first-quarter average. Eighteen communes, wards and special zones still record low disbursement rates and two units have not yet executed any disbursement.
One main cause is the fluctuation of construction material prices, which have made it difficult for many contractors to carry out works and complicate contractor selection for new projects. In addition, site clearance and investment procedures for some projects have not kept pace with schedules.
In the Notice No. 197/TB-VP dated May 7, 2026, Hai Phong People’s Committee Chairman Do Thanh Trung urged agencies, units and localities with low disbursement rates or slow site clearance to seriously review performance and urgently develop detailed plans to complete tasks on schedule. He required localities to continuously update disbursement progress, site clearance status and encountered difficulties on the city’s tracking software to support direction and management.
The city’s People’s Committee also assigned the Department of Construction to coordinate with relevant units to follow the Prime Minister’s directives and guidance on adjusting construction material and labor prices when the market fluctuates, and to promptly propose appropriate mechanisms to manage investment costs and adjust construction contracts.
