Reducing nearly 50% of administrative procedures for ship owners and businesses

The reduction of administrative procedures marks a breakthrough in management thinking, helping ease paperwork burdens and significantly save time for ship owners and businesses.

Lieutenant Colonel Phan Duc Long, Commander of the Hai Phong Port Border Gate Border Guard, said that the unit is conducting a peak campaign to disseminate and thoroughly implement Decision No. 1909 dated April 19, 2026 and Decision No. 1305 dated March 20, 2026 issued by the Minister of National Defense to state management agencies, businesses and shipping agents. These are new regulations in the fields of border and seaport management.

Under the new regulations, administrative procedures for vessels at ports have been reduced from 37 procedures to 19. Specifically, procedures for military vessels have been streamlined to just 2 procedures, while those for commercial ships, fishing vessels and other types of watercraft have been reduced to 17 procedures.

The reduction of nearly 50% of administrative procedures is not merely a mechanical cut, but a breakthrough in management thinking, helping ease paperwork burdens and significantly save time for ship owners and businesses.

In recent times, the Hai Phong Port Border Gate Border Guard has proactively promoted digital transformation and expanded online public services. Since the beginning of the year, the unit has synchronously implemented border guard measures and closely coordinated with relevant authorities to maintain electronic operational procedures, ensuring safety for 9,730 vessel arrivals and departures; strictly controlling 6,110 foreign crew members going ashore and more than 44,000 people boarding vessels for work.

In particular, with a high level of vigilance, the unit promptly detected and handled, in accordance with regulations, 263 foreign nationals using passports containing images of the “nine-dash line” that violate Vietnam’s sovereignty during immigration procedures at the port border gate.
