Vietnam drafts new resolution on environment and climate change
Deputy Prime Minister Ho Quoc Dung chaired a meeting on May 13 on the drafting of a Party Central Committee resolution on environmental protection and climate change response.
The new resolution will replace Resolution No. 24-NQ/TW issued in 2013.
At the meeting, the Ministry of Agriculture and Environment proposed targets for 2035 including building a modern governance system and restoring ecosystems. By 2050, Vietnam aims to become a country with a healthy living environment and achieve net-zero emissions.
Key measures include improving institutions and policies, promoting green markets, controlling pollution sources and proactively adapting to climate change.
Concluding the meeting, Deputy Prime Minister Ho Quoc Dung said the new resolution was needed to meet demands for rapid and sustainable development, particularly the goal of achieving double-digit economic growth. He asked the Ministry of Agriculture and Environment to incorporate feedback from ministries and agencies into the draft while clarifying its scientific basis and breakthrough policies.
The Deputy Prime Minister also stressed that the resolution should clearly define the responsibilities of agency heads and align with decentralization requirements. He called for greater efforts to build public awareness and promote environmentally responsible behavior.
Regarding resources, the state budget will play a leading role in mobilizing social resources, while businesses will be required to comply with environmental standards.
The Ministry of Agriculture and Environment was tasked with quickly finalizing the draft resolution and preparing a concrete action program for implementation after its issuance.
