Hai Phong approves project to develop the “Socialist School” model for 2026–2030, selecting nine pilot schools across three education levels.

The Hai Phong People’s Committee has approved a project to develop a “Socialist School” model in the city for the 2026–2030 period and beyond.

The project aims to build an advanced, equitable, humane, and internationally integrated education model while fostering the comprehensive development of Hai Phong citizens in line with socialist values, contributing to the city’s sustainable growth.

Hai Phong has selected nine schools across three educational levels to pilot the model.

At the preschool level, the selected schools are Tam Cuong Kindergarten in Vinh Am Commune and Sao Mai Kindergarten in Thuy Nguyen Ward.

At the primary level, the selected schools include Lien Hong Primary School in Thach Khoi Ward, Vinh Tien – Co Am Primary School in Vinh Am Commune, Nui Deo Primary School in Thuy Nguyen Ward, and Tan Binh Primary School in Le Thanh Nghi Ward.

At the lower secondary level, the selected schools are Tam Cuong Secondary School in Vinh Am Commune, Le Ich Moc Secondary School in Thuy Nguyen Ward, and Vo Thi Sau Secondary School in Le Thanh Nghi Ward.

Students of Vo Thi Sau Secondary School participate in an outdoor experiential learning session.

The project clearly defines the general criteria for a “Socialist School” model, requiring schools to meet minimum infrastructure standards for each educational level while gradually modernizing and moving closer to international standards.

Teachers, administrators, and educational staff must be sufficient in number, qualified in professional capacity, and meet occupational standards.

The model aims to create a safe, friendly, equitable educational environment that respects differences while encouraging students’ individual abilities, cooperation, and creativity.

Teaching activities will focus on developing students’ character, competencies, self-learning ability, creative thinking, adaptability to international integration, and sense of responsibility toward the community.

The project also outlines specific criteria to be achieved by 2030 for preschool, primary, and lower secondary education levels.

Hai Phong plans to invest nearly VND 252 billion to complete the model at the nine selected schools, creating exemplary pilot institutions. By 2030, the schools are expected to meet the proposed standards in infrastructure, teaching equipment, technology application, and educational quality.

Based on the implementation results from 2026 to 2030, the city will develop scientific and practical foundations to expand the “Socialist School” model citywide during the 2030–2035 period, with a vision toward 2045.
