Hai Phong Party Secretary receives delegation from Luang Prabang Province, Laos
Cooperation between Hai Phong and Luang Prabang Province, as well as other Lao localities, is expected to be broadened in both scope and depth in the coming period.

On May 12, Le Ngoc Chau, member of the Party Central Committee, Secretary of the Hai Phong Party Committee and head of the Hai Phong National Assembly delegation, met with a delegation from Luang Prabang Province of the Lao People’s Democratic Republic, led by Bun Luom Ma Ni Vong, member of the Lao People’s Revolutionary Party Central Committee, Secretary of the Luang Prabang Party Committee, Chairman of the provincial People’s Council and head of the Luang Prabang Province National Assembly delegation, on their working visit to Hai Phong.

The delegation also included Chin Da Vong Pho Si Kham, alternate member of the Party Central Committee and Vice Chairman of the Luang Prabang provincial committee.
Le Anh Quan, member of the Standing Committee of the Hai Phong Party Committee and Standing Vice Chairman of the Hai Phong People’s Committee, along with leaders of relevant departments and agencies also attended the meeting.
Welcoming the delegation, Hai Phong Party Secretary Le Ngoc Chau said he was pleased to receive the high-level delegation from Luang Prabang Province on their working visit to Hai Phong.

Briefing the delegation on the city’s socio-economic development, he said Hai Phong is a major seaport city, the northern gateway to the sea, an industrial hub, a transportation hub and a growth pole of northern Vietnam’s key economic region.
Following its merger with neighboring Hai Duong province, Hai Phong now has the country’s third-largest economy and is the only locality in Vietnam to maintain double-digit economic growth for 11 consecutive years.

In the first four months of 2026, the city maintained positive growth momentum, with state budget revenue exceeding 78 trillion dong, FDI inflows reaching about $1.29 billion, up 76.7% year-on-year, and total export turnover estimated at $18.3 billion.
He reaffirmed that the ties between Vietnam and Laos are nurtured by generations of leaders and people of both countries.
During recent high-level meetings and exchanges between leaders of the two Parties and States, both sides reaffirmed their determination to further strengthen bilateral ties while promoting connectivity between the two economies, particularly in transport infrastructure, logistics, trade, energy, telecommunications, tourism, education and training, and human resources development, he said.
Maintaining and promoting the special Vietnam-Laos relationship has always been both a political responsibility and a deep sentiment shared by the Party organization, authorities and people of Hai Phong, Chau added.
As both countries continue implementing their respective Party Congress resolutions, deepening international integration and advancing socio-economic development, cooperation between Hai Phong and Luang Prabang Province, as well as other Lao localities, is expected to expand further in both scope and depth in the coming period.

The Hai Phong Party Secretary expressed strong support for Luang Prabang’s cooperation proposals and assigned relevant city agencies to study and specify cooperation plans in areas including education and training, agriculture, tourism and delegation exchanges between the two localities.
For his part, Secretary of the Luang Prabang Party Committee Bun Luom Ma Ni Vong thanked Hai Phong’s leaders for their warm reception and said he was impressed by the city’s strong and comprehensive development achievements in recent years, especially in economic growth, infrastructure, urban development and investment attraction following its merger with Hai Duong province.

He expressed hope that the two localities would further strengthen cooperation in areas of mutual strength such as tourism, agriculture, and education and training, while promoting delegation exchanges and experience-sharing among departments, sectors and local authorities to further develop bilateral friendship and cooperation.
Earlier the same day, the delegation from Luang Prabang Province visited a high-tech farming model at an orchid cultivation garden operated by Chau Giang High-Tech Agriculture JSC in Luu Kiem Ward.
The model applies advanced science and technology in cultivation, supplying around 300,000 orchids in more than 70 different colors to markets nationwide each year, mainly serving demand during the Lunar New Year holiday.
