Hai Phong proposes raising the income threshold for social housing purchases
Hai Phong Department of Construction is seeking opinions from departments, sectors, and localities on the draft Decision regulating the income adjustment coefficient for eligibility to purchase social housing in the city.

According to the draft, the city proposes applying an income adjustment coefficient of 1.16 for certain social housing buyer groups as stipulated in the Housing Law 2023.
If approved, single or confirmed unmarried applicants must have an average monthly net income not exceeding VND 29 million. For single parents raising minor children, the maximum income is VND 40.6 million per month.
For married applicants, the combined average monthly net income of spouse must not exceed VND 58 million. Income is determined based on payroll confirmed by their employing agency, unit, or enterprise.
The income assessment period is the 12 consecutive months prior to verification by the competent authority.
According to the Department of Construction, current regulations set maximum thresholds at VND 25 million per month for singles and VND 50 million for couples. However, as a major industrial hub with high per capita income, Hai Phong has many skilled workers and experts in industrial parks who need social housing but exceed the current limits.
The Department of Construction requests agencies and units to submit feedback by May 16 for compilation and finalization before submitting to the city People's Committee for consideration.
