Sustain growth momentum, determined to make a breakthrough in 2026

On the afternoon of May 4, Mr. Do Thanh Trung, Deputy Secretary of the Hai Phong Party Committee and Chairman of the City People’s Committee, chaired the regular meeting of the City People’s Committee to assess the implementation of socio-economic development tasks in April and to outline key tasks for the coming months.

The meeting was attended by Vice Chairpersons of the City People’s Committee and representatives of city departments, agencies, and sectors.

The conference was held in a hybrid format, combining in-person and online participation, connecting to 114 communes, wards, and special zones across the city.

According to a report by the City People’s Committee, in April and the first four months of 2026, the city’s socio-economic situation continued to maintain strong growth. Several key indicators—including state budget revenue, export turnover, cargo throughput via ports, tourist arrivals, newly registered enterprises, foreign direct investment attraction, and the proportion of working-age labor participating in social insurance—met or exceeded the set targets.

During the discussion session, leaders of the City People’s Committee, along with departments, sectors, and localities, focused on analyzing various issues related to budget revenue, disbursement of public investment capital, site clearance for key projects and industrial zones/clusters, as well as emerging challenges arising from practical implementation.

At the session, the city’s Statistics Office clarified growth indicators and proposed solutions to achieve monthly and quarterly growth targets. The Department of Industry and Trade also presented and recommended measures to ensure that the Industrial Production Index (IIP) grows in line with the planned targets.

After listening to the discussions, Mr. Do Thanh Trung, Chairman of the City People’s Committee, acknowledged the efforts and determination of departments, sectors, and local authorities in implementing socio-economic development tasks and ensuring growth objectives. However, given the rapid and complex developments in the global and regional economic and political landscape, he emphasized that agencies, units, and localities must remain vigilant, enhance adaptability and proactiveness, and ensure the successful fulfillment of the city’s growth targets for the second quarter and the entire year of 2026.

Regarding tasks for May and the coming period, the Chairman of the City People’s Committee requested that departments, sectors, and localities focus on implementing the 2026 Work Program and assigned tasks, ensuring both quality and progress; and effectively carry out the city’s annual theme: “Proactive implementation; promoting drivers; breakthrough growth.”

The city will continue to institutionalize and implement specific mechanisms and policies for its development in accordance with Resolution No. 226/2025 of the National Assembly on piloting special policies for Hai Phong. At the same time, it will focus on thoroughly resolving obstacles in 109 projects under Plan No. 51and deploy a KPI-based performance evaluation system for officials and civil servants starting from the third quarter of 2026.

Authorities are also urged to accelerate procedures related to planning and construction investment to attract investment in industrial parks, housing projects, and specialized economic zones; expedite the formulation of the city’s master plan, striving to submit it to the Prime Minister for approval within 2026; seriously and urgently implement tasks related to public investment disbursement and site clearance; speed up project implementation; and develop a medium-term public investment plan for the 2026–2030 period.

Mr. Do Thanh Trung, Chairman of the City People’s Committee, also requested relevant units to make thorough preparations and successfully organize activities celebrating the 71st anniversary of Hai Phong’s Liberation Day (May 13) and the Red Flamboyant Festival – Hai Phong 2026, thereby creating strong momentum and a spirit of emulation for the city’s development in the new term.
