Prime Minister orders fresh push to streamline administrative procedures
The Government Office has issued Document No. 3905 on continuing the review of administrative procedures for further reduction and simplification.
The document, sent to the ministers of Public Security, Industry and Trade, Agriculture and Environment, Construction, and Justice, said the government on April 29, 2026 issued eight resolutions aimed at cutting, decentralizing and simplifying administrative procedures, while also easing business conditions in sectors managed by 14 ministries and ministerial-level agencies.
The move is intended to ensure further substantial cuts in administrative procedures and make compliance easier for citizens and businesses, particularly in four key areas: fire prevention and firefighting, the establishment and operation of industrial parks and industrial clusters, environmental impact assessments, and construction permits.
The reforms are expected to help support Vietnam's goal of achieving double-digit economic growth, in line with Conclusion No. 18-KL/TW issued by the Party Central Committee.
Under the Prime Minister's directive, the ministers of Public Security, Industry and Trade, Agriculture and Environment, and Construction have been instructed to urgently review regulations and administrative procedures in the four targeted sectors.
They must report to the Prime Minister by May 10, 2026, on the current administrative procedures, including the relevant authorities, procedures, implementation methods, required documentation and processing times. The reports should also assess progress made in streamlining procedures and propose further reforms. Copies must also be sent to the Ministry of Justice for independent assessment.
The Ministry of Justice will lead the review process and, based on reports of functional units, provide its assessment and recommendations on further administrative simplification measures to the Prime Minister by May 12, 2026.
