Hai Phong leads comprehensive green transition

As Vietnam’s third-largest local economy, Hai Phong is rolling out policies to drive and coordinate a comprehensive green transition in both scope and depth.

From green thinking to green action

On Nov. 6, 2025, the city Party Committee issued Action Program No. 05 to implement the resolution adopted at the first Congress of the Hai Phong Party Committee for the 2025-2030 term. One of its key priorities is to implement the city’s green transition strategy for 2025-2030, with a vision to 2050, aimed at positioning Hai Phong as a national pioneer in green and sustainable development.

To align policy direction and concentrate resources for citywide implementation, the Hai Phong Party Committee on Jan. 29, 2026, issued Resolution No. 08 on green transition for 2026-2030, with a vision to 2050. The resolution provides a strategic roadmap for the city’s next phase of growth.

Under the plan, Hai Phong aims to pursue a comprehensive green transition across seven sectors — transport, industry, energy, construction, agriculture, tourism and lifestyles — as well as on Cat Ba Island. Transport, industry and Cat Ba have been identified as priority areas.

By 2030, the city aims to cut greenhouse gas emissions by at least 43.5% from 2020 levels. It also targets a place among Vietnam’s top five localities in the Provincial Green Index (PGI), while maintaining its standing among the country’s leading performers.

The resolution outlines the city’s priorities, the sectors requiring transformation and the pathways for implementation, with a focus on the most urgent and high-impact areas.

Vu Huu Vung, vice chairman of the Cat Hai Special Zone People's Committee, said the local Party Committee has issued its own green transition resolution for 2026-2030. The plan focuses on developing eco-tourism, gradually phasing out fossil fuel-powered vehicles and promoting environmentally friendly energy sources.

By 2030, all accommodation and service providers in the area are expected to eliminate disposable plastics bags.

From commitment to action

Bruno Jaspaert, chief executive officer of DEEP C Vietnam, said Hai Phong’s green growth action plan for 2021-2030 reflects a strong commitment to sustainable development, environmental protection and climate resilience.

If it can overcome the challenges ahead, Hai Phong could become a pioneering model for port cities across the region as they transition to a green and sustainable economy, he said.

The city has already seen early results. In 2025, Hai Phong was one of only two Vietnamese localities recognized by ASEAN as an environmentally sustainable city with high potential under the Clean Air for Sustainable ASEAN Region program.

The recognition is part of an ASEAN cooperation initiative honoring cities with effective and innovative approaches to sustainable development.

These achievements show that Hai Phong’s green transition has moved from ambition to action.

Beyond tourism in Cat Hai, green transition is increasingly becoming a business imperative. Nearly 400 member companies of the Hai Phong Young Entrepreneurs Association have incorporated energy efficiency, emissions reduction and environmental responsibility into their long-term development strategies.
