To celebrate major holidays in April and May, as well as the Hai Phong Red Flamboyant Festival 2026, Hai Phong City requires the display of the National Flag and the Party Flag across the entire city from April 24 to May 15.

The display of the National Flag is to be carried out uniformly at offices of agencies, organizations, schools, cultural and sports institutions, commercial centers, businesses, service and tourism establishments, public areas, and households throughout the city.

Hai Phong’s streets will be filled with flags and festive decorations during April, May, and the Red Flamboyant Festival 2026 (archival photo).

The display of the National Flag must comply with regulations on the use of the National Flag, National Emblem, National Anthem, and the portrait of President Ho Chi Minh. The display of the Party Flag alongside the National Flag must follow the guidelines of the Central Propaganda Department, ensuring uniformity and solemnity.

Agencies, units, and localities are required to replace old, faded, or damaged flags to maintain urban aesthetics. Communication and visual promotion efforts will be intensified through various forms such as banners, slogans, billboards, and clusters of red flags, contributing to a joyful and vibrant atmosphere among the public.

The City Center for Culture, Cinema and Exhibition will organize promotional activities in key areas such as the City Political–Administrative Center, Hai Phong City Opera House, and Xu Dong Cultural Center—locations that attract large numbers of residents and visitors.
