First session of 17th Hai Phong City People's Council opened

The 1st session of the 17th Hai Phong City People's Council (2026–2031), holds special significance as it lays the foundation for the operation of the city’s government apparatus in the new term.

Mr. Le Ngoc Chau, Member of the Party Central Committee, Secretary of the City Party Committee, Chairman of the City People’s Committee, and Head of the Hai Phong National Assembly Delegation; and Mr. Do Manh Hien, Standing Deputy Secretary of the City Party Committee, attend the opening session.

On the morning of April 20, at the City Convention and Performance Center in Hai Phong, the 1st Session of the 17th Hai Phong City People's Council (2026–2031) officially opened.

This session holds special significance, laying the foundation for the operation of the city’s government apparatus in the new term.

Also attending the session were Mr. Le Van Hieu, Deputy Secretary of the City Party Committee and Chairman of the 16th City People’s Council; Mr. Pham Van Lap, Deputy Secretary of the City Party Committee and Chairman of the Vietnam Fatherland Front Committee of the city; and Mr. Do Thanh Trung, Deputy Secretary of the City Party Committee.

A total of 85 delegates of the 17th City People’s Council, along with representatives from various departments and agencies in Hai Phong, attended the meeting.

The first session of the City People’s Council aims to finalize key organizational and personnel matters for both the People’s Council and the People’s Committee, as well as to adopt important resolutions on socio-economic development. It serves as a foundational session, setting expectations for proactive governance, accountability, and close engagement with constituents in the city’s new development phase.

In his opening remarks, Mr. Le Van Hieu, Deputy Secretary of the City Party Committee and Chairman of the 16th Hai Phong City People's Council, emphasized that the first session of the 17th City People’s Council (2026–2031) holds special importance.

The session will elect key positions of the People’s Council and the People’s Committee, as well as People’s Jurors of the Hai Phong People's Court.

Mr. Dao Trong Duc, Member of the Standing Committee of the City Party Committee, Standing Vice Chairman of the 16th Hai Phong City People's Council, and Vice Chairman of the City Election Committee, presents the report on the election results of People’s Council deputies and announces the Resolution of the City Election Committee confirming the eligibility of 85 elected deputies to the 17th City People’s Council (2026–2031).

The session reviewed and approved 17 resolutions submitted by the Hai Phong City People's Committee, within the authority of the City People’s Council, to promptly address key socio-economic development tasks. These resolutions focus on three main areas: allocation of public investment resources, infrastructure development, and land management; financial mechanisms and policies; and social welfare, education, and human resource development policies.

Mr. Le Van Hieu emphasized that this is the first session in which People’s Council deputies fully exercise their rights and responsibilities as prescribed by law. Each decision and each vote not only reflects the delegates’ viewpoints and integrity but also embodies the trust placed in them and serves as a measure of their credibility before voters and the people of Hai Phong.

The Chairman of the 16th City People’s Council called on all delegates to uphold the tradition of solidarity and responsibility, strictly follow the leadership and direction of the Municipal Party Committee, and promote a spirit of innovation, democracy, objectivity, and scientific reasoning in discussions and decision-making. This will ensure that each adopted resolution is practical and effectively implemented.

Following the opening, Mr. Dao Trong Duc, Member of the Standing Committee of the City Party Committee, Standing Vice Chairman of the 16th Hai Phong City People's Council, and Vice Chairman of the City Election Committee, presented a report on the election results and announced the Resolution of the Hai Phong City Election Committee confirming the eligibility of 85 elected deputies to the 17th City People’s Council (2026–2031).

Accordingly, a total of 3,082,130 voters in Hai Phong participated in the election, reaching a turnout rate of 99.85%, which is 0.07% higher than in the 2021 election (99.78%). The number of valid ballots for electing City People’s Council deputies was 3,071,972, accounting for 99.70% of the total ballots cast.

Voters of Hai Phong elected a full slate of 85 deputies to the City People’s Council in accordance with the law, ensuring proper structure, composition, and quality of representation.

Following this, the session proceeded to elect key positions, including the Chairman and Vice Chairmen of the City People’s Council, as well as heads of its committees for the 17th term (2026–2031).
