On March 31, 1986, the Chairman of the Council of Ministers (now Prime Minister) signed the decision to establish Cat Ba National Park. Cat Ba National Park is a "treasure" of biodiversity with over 4,100 species, including 156 endemic, endangered, precious, and rare species protected by Vietnamese and international laws. Many have global value, such as the Cat Ba langur, Cat Ba gecko, and Cat Ba maidenhair fern - species endemic only in Cat Ba Island. After 40 years of development, the park has affirmed its vital role in forest protection, nature conservation, ecosystem restoration, wildlife rescue, scientific research, environmental education, international cooperation, and promoting heritage values linked to sustainable development, contributing to the city's socio-economic growth and paving the way for UNESCO to designate the Cat Ba archipelago as a World Biosphere Reserve and World Natural Heritage Site.

Marking the 40th founding anniversary, Cat Ba National Park received a commendation plaque from the city People's Committee inscribed: ‘Cat Ba National Park – Unity, Construction, Development, Innovation, Creativity, and Fulfilling the Cause of Conserving natural resource values’. Two typical individuals were awarded certificates of merit from the Chairman of the Hai Phong People’s Committee.
