Hai Phong disseminates amended product quality law for market transparency
Hai Phong has disseminated the amended Law on Product and Goods Quality, contributing to risk-based management, digitalization, market transparency and smart post-market inspection, improving enforcement efficiency.

On April 17, the Department of Science and Technology held a conference to disseminate new provisions of Law No. 78/2025/QH15 amending and supplementing a number of articles of the Law on Product and Goods Quality, along with Government Decree No. 37/2026/ND-CP detailing its implementation.
The conference drew representatives from city departments and agencies; People’s Committees of communes, wards and special zones; associations and organizations; the Hai Phong Consumer Protection Association; and leaders of key production and business enterprises in the city.

At the event, experts from the Commission for the Standards, Metrology and Quality of Viet Nam introduced key provisions of Law No. 78/2025/QH15 and Decree No. 37/2026/ND-CP. These include a shift to risk-based quality management; greater use of digital technologies in management and product traceability; the rollout of electronic labels and digital passports; the development of a national database on standards, metrology and quality; and improved conformity assessment.
The amended law, effective from January 1, 2026, marks a shift in state management from pre-inspection to smart post-market inspection, and from broad-based to risk-based management, aiming to enhance transparency across the production and business chain, better protect consumer rights, create a fair competitive environment and promote sustainable production.
