Vietnam steps up key tasks on government apparatus

Deputy Prime Minister Pham Thi Thanh Tra has signed Document No. 412, focusing on key tasks related to government organization, public service, civil servants, emulation and commendation.

The document states that, in implementing the Resolution of the 14th National Party Congress and National Assembly Resolution No. 09/2026/QH16 dated April 7, 2026 on the organizational structure of the Government for the 16th National Assembly, and in order to further improve the efficiency of ministries, sectors and local authorities, the Prime Minister has requested ministries, sectors and localities to strictly carry out key tasks.

Streamlining internal structures

Regarding the review, restructuring and consolidation of functions, tasks and organizational structures of ministries and ministerial-level agencies, the Prime Minister has instructed central ministries and sectors to urgently review their mandates and organizational structures, and step up efforts to streamline internal structures.

Based on the reviews, ministries and sectors are required to prepare draft decrees under simplified procedures, defining their functions, tasks, powers and organizational structures, and submit them to the Ministry of Home Affairs and the Ministry of Justice. They must incorporate feedback, finalize the drafts and submit them to the Government by May 5, 2026.

Reviewing one year of two-tier local government

Ministries and ministerial-level agencies are required to conduct a one-year review of the implementation of the two-tier local government, assessing the feasibility of decentralization and delineation of responsibilities, and proposing appropriate measures. They are also tasked with reviewing sectoral laws to further improve decentralization.

People’s Committees of provinces and centrally run cities will also conduct a one-year review of the model and the implementation of laws on decentralization at the local level, in order to adjust, guide, amend or propose amendments or new regulations in line with the roadmap and requirements of the Law on Government Organization and the Law on Local Government Organization, as well as practical conditions. At the same time, they are required to proactively implement effective decentralization to meet governance requirements.

The Ministry of Home Affairs will prepare a report on the one-year review of the model’s operation for submission to the Prime Minister by May 5, 2026.

Improving quality of grassroots officials

In the field of public service and civil servants, the Prime Minister has assigned the Ministry of Home Affairs, in coordination with relevant agencies, to draft a directive on improving the quality of grassroots officials to meet new requirements, for submission in April 2026.
