Hai Phong rolls out plan to boost private sector growth
Hai Phong has rolled out 10 tasks to support private sector development, focusing on land access, taxation, digital transformation and workforce training.
The Hai Phong People’s Committee has issued Plan No. 121 to implement support policies under Government Decree No. 20/2026/ND-CP, detailing and guiding the implementation of several provisions of National Assembly Resolution No. 198/2025/QH15 on special mechanisms and policies for private sector development in the city.
The plan aims to ensure the timely, coordinated and effective implementation of support policies, contributing to a transparent and favorable investment and business environment, while enhancing competitiveness and promoting innovation and digital transformation among enterprises, household businesses and individual business operators.
The city has outlined 10 key tasks across four main areas: communication and policy dissemination; support for access to land and production premises; tax incentives; and support for science, technology, innovation, digital transformation and workforce training.
Regarding measures to improve access to land and production space, the city has tasked the Department of Agriculture and Environment with reviewing land funds and infrastructure at industrial parks and clusters to facilitate business to develop production. The review is expected to be completed in the second quarter of 2026, alongside the public disclosure of criteria, support levels and available land areas on official portals.
Authorities will also publicize reductions in land fees at industrial parks, clusters and technology incubators, while advising on the issuance of lists of public assets available for lease, along with relevant criteria and support levels, to facilitate business access to production premises.
The city’s tax authority will step up guidance for businesses and household enterprises in enjoying tax incentive policies in line with regulations, helping them reduce operating costs and improve business efficiency.
The Department of Finance will lead efforts to provide free digital platforms and shared accounting software for small and micro enterprises and household businesses, in line with guidance from the Ministry of Finance. Free training programs on corporate governance, accounting, taxation and human resources will be held annually to improve workforce quality and management capacity.
The coordinated implementation of these measures is expected to provide new momentum for Hai Phong’s private sector, supporting stronger growth and contributing to the city’s economic expansion and competitiveness in the coming period.
