Many cases require verification
On April 15, 2026, Circular No. 08/2026 of the Ministry of Science and Technology on “guidelines for verifying terrestrial mobile subscriber information” officially came into effect.
Under the new regulations, telecom operators must ensure that each mobile subscriber has complete information, including a personal identification number, full name, date of birth, and especially biometric facial data. All this information must fully match the National Population Database managed by the Ministry of Public Security.
In recent days, telecom service points and stores across the city have been crowded with customers seeking assistance to verify and standardize their mobile subscriber information.
At the VNPT Hai Phong transaction point at 4 Lach Tray Street (Le Chan Ward) on April 14, the venue was already packed with customers from early morning. Mr. Bui Ngoc Phong, a Vinaphone user, said he had received messages days earlier informing him that his mobile number needed verification, along with instructions on how to proceed. However, due to a busy schedule, he only came in today. To ensure accuracy, he chose to visit a service point for support.
According to a representative of VNPT Hai Phong, not all subscribers are required to re-verify. Those who already have a Level-2 VNeID account, with subscriber information matching the National Population Database, or those registered using chip-based citizen ID cards without any changes to personal information or devices, are not required to repeat the process.
However, most users in the city fall into the category that requires verification. These include subscribers with incomplete or mismatched information compared to the population database. Users who registered with 9-digit ID cards must update to chip-based citizen ID cards after verification.
New SIM registrations must complete verification from the outset. Additionally, those who change personal information or switch devices using the SIM card are also required to undergo the verification process again.
For subscribers who fail to comply, after 60 days from the effective date of Circular 08 (April 15, 2026), telecom providers will first apply one-way service suspension (outgoing calls and SMS), followed by two-way suspension, and ultimately revoke the phone number.
Telecom operators actively support customers

According to telecom operators, the regulation under Circular 08 aims to tighten the management of registered SIM cards, prevent spam SIMs, and protect users from fraud and legal violations.
In recent days, telecom providers in Hai Phong have been urgently implementing solutions to support and accompany customers in verifying and standardizing subscriber information.
A representative of VNPT Hai Phong said that since operators do not have a specific list of subscribers whose information already matches the National Population Database, all active subscribers in the area are considered subject to review and standardization. The total number of subscribers requiring this process is estimated at nearly 800,000.
Since early April 2026, VNPT Hai Phong has proactively carried out support activities such as sending SMS notifications to customers requesting updates of subscriber information and broadcasting reminders during phone calls.
For corporate clients with large numbers of subscriptions, VNPT has arranged staff to provide on-site assistance. The unit has also increased personnel at transaction points to promptly guide customers. So far, about 5% of total subscribers have completed the update and verification process.
In the coming time, VNPT Hai Phong will continue to intensify communication efforts and mobilize maximum resources to support customers in completing the standardization process in accordance with regulations.
Meanwhile, Viettel Hai Phong has also actively supported customers. Through various communication channels, the operator has introduced four accepted verification methods: via VNeID, through the telecom operator’s mobile app, directly at service points, or at authorized locations.
Customers can conveniently complete the process through the My Viettel app. Viettel Hai Phong has increased staffing at 28 stores across the city, mobile sales points, commune People’s Committee offices in remote areas, and even arranged home visits to assist elderly people or those with mobility difficulties.
Telecom operators recommend that customers required to verify and standardize their subscriber information should complete the process as soon as possible to maintain uninterrupted and secure communication, contribute to cleaning subscriber data, and enhance safety in the digital environment.
