Hai Phong pushes artificial intelligence adoption

Hai Phong has affirmed its leading role in stepping up the application of artificial intelligence (AI), as the technology becomes increasingly embedded across multiple sectors.

AI applied across sectors

Just a few years ago, AI was largely seen as a distant concept, mainly confined to research or science fiction. Today, it has become a familiar part of daily life, from smartphones and translation apps to tools supporting everyday work.

The trend is becoming more evident as businesses in the city adopt AI in production and operations. Manh Toan Plastic Co., Ltd. in Nguyen Giap commune uses AI Copilot to analyze information and support decision-making, while also deploying AI chatbots to interact with customers and handle hundreds of requests daily.

“Digitizing processes helps the company save time and costs while improving work quality, creating a competitive advantage,” said General Director Vu Duc Manh.

AI is also being adopted in the public sector, transforming working methods. The city has trained all officials and civil servants in AI applications, including the use of tools such as ChatGPT, Gemini, Notion and Gamma for document drafting, reporting, work management and decision support.

The education sector is also seeing changes. The 2026 “ The Port City Youth – Digital Thinking Meets AI” competition has helped bring AI closer to students. Within nearly three months of its launch, the contest attracted participants developing AI-based ideas, products and solutions for learning and daily life.

From businesses and schools to government agencies and citizens, AI is now present across sectors, reshaping not only technology but also mindsets, and laying the foundation for a knowledge-based economy and innovation.

Vu Dai Thang, deputy director of the city’s Department of Science and Technology, said AI has become a breakthrough tool and an essential part of development strategies for organizations, businesses and local authorities.

Policy push drives AI development

Recognizing the role of AI in socio-economic development, Hai Phong is building policies to stay ahead of the trend and support long-term growth.

A key measure is a talent attraction policy for strategic sectors such as electronics, semiconductors and artificial intelligence for the 2025–2030 period. Experts and scientists are eligible for financial support of 100 million dong when working in the city, while individuals with research achievements receive 60 million dong for each domestic patent and 120 million dong for patents granted in the United States, Japan or Europe.

Policies to develop high-quality human resources in microchips, AI and digital technology are seen as a strategic step toward becoming a national hub for skilled talent in these sectors.

Hai Phong is also working to improve its legal framework. From March 1, 2026, the Law on Artificial Intelligence takes effect nationwide, providing a basis for more systematic AI deployment. However, experts say challenges remain, including unstandardized data, the lack of regulatory sandbox mechanisms and limited linkages between research institutes, universities and businesses.

AI is becoming a core driver of digital economic growth, helping Hai Phong move toward becoming a dynamic digital economy hub with deeper regional and global integration.
