Implement synchronized solutions to achieve growth targets
Hai Phong city is intensifying efforts and urgently addressing bottlenecks to create momentum for breakthroughs, aiming to achieve the economic growth targets for the second quarter and the whole year of 2026 as planned.

On the morning of April 3, Mr. Le Tien Chau, Member of the Party Central Committee, Secretary of the Hai Phong Party Committee, and Head of the Hai Phong National Assembly Delegation, chaired the 3rd session of the Hai Phong Party Committee to hear reports and provide opinions on several issues in accordance with the working regulations.
The conference was co-chaired by the officials: Mr. Le Ngoc Chau, Member of the Party Central Committee, Deputy Secretary of the City Party Committee and Chairman of the City People’s Committee; Mr. Do Manh Hien, Standing Deputy Secretary of the City Party Committee; Mr. Le Van Hieu, Deputy Secretary of the City Party Committee and Chairman of the City People’s Council; Mr. Pham Van Lap, Deputy Secretary of the City Party Committee and Chairman of the Vietnam Fatherland Front Committee of the city; and Mr. Do Thanh Trung, Deputy Secretary of the City Party Committee.
Also attending were members of the Standing Committee of the City Party Committee and members of the City Party Committee.
The conference was connected online to 114 communes, wards, and special zones across the city.
Hai Phong strives to achieve a GRDP growth rate of 13.54% in the second quarter

In the first quarter of 2026, the City Party Committee, the City Party Committee's Standing Committee, and the Standing Committee focused on leadership and direction in implementing tasks, comprehensively completing assigned objectives with many notable achievements in Party building, socio-economic development, and ensuring national defense and security.
The city achieved many positive socio-economic results, with 11 out of 12 indicators meeting or exceeding the growth scenario. The Gross Regional Domestic Product (GRDP) was estimated at VND 112.764 trillion, up 11.21% compared to the same period in 2025 (the target scenario was 12%). The Industrial Production Index (IIP) increased by 14.9%.
Total state budget revenue in the area accumulated to VND 58.460 trillion as of March 31, reaching 30% of the estimate assigned by the Central Government and the City People’s Council, and increasing 15.8% compared with the first-quarter plan.
Total investment capital implemented in the area was estimated at nearly VND 69.500 trillion, up 13.5%, while export turnover was estimated at USD 12.1 billion, up 7.8%. By March 31, the city had disbursed VND 8.399 trillion in public investment capital, equivalent to 21.7% of the plan assigned by the Prime Minister. Foreign direct investment (FDI) attraction reached nearly USD 964.7 million, an increase of 87%. The city also continued to commence and inaugurate several major projects and works.
Cultural and social sectors, including sports, healthcare, education, and training, recorded many positive results. Political security, social order, and safety across the city remained stable.

In the first quarter, the City Party Committee provided leadership and direction that contributed to the successful organization of the elections for deputies to the 16th National Assembly and People’s Councils at all levels for the 2026–2031 term in the city, with a voter turnout rate of 99.85%.
Party building, the consolidation of the political system, and the activities of the Vietnam Fatherland Front and socio-political organizations continued to receive strong attention and achieved many notable results.
In the second quarter, the City Party Committee identified the urgent need to institutionalize and concretize Action Program No. 17 dated March 6, 2026 into specific programs, action plans, and tasks to ensure the successful implementation of the Resolution of the 14th National Party Congress, the City Party Congress Resolution for the 2025–2030 term, and the city’s growth targets. It also aims to complete the issuance of the working regulations of the City Party Executive Committee for the 2025–2030 term.
Regarding socio-economic development, the city will focus on directing and implementing strong solutions to strive for GRDP growth of 13.54% in the second quarter, achieve at least 40% disbursement of public investment capital, and urgently review and finalize the five-year public investment plan for 2026–2030.
At the same time, the city will propose measures to promptly resolve bottlenecks and difficulties, creating favorable conditions for businesses to expand their operations; ensure a safe and stable electricity supply; and implement solutions to guarantee sufficient fuel supply for production and daily life, preventing disruptions in the supply chain.

During discussions at the City Party Committee conference, delegates focused on analyzing and clarifying the implementation of socio-economic targets in the first quarter and proposing solutions for the second quarter. They also assessed the impacts of rising fuel prices and the operational situation of businesses, discussed solutions to accelerate public investment and better leverage it as “seed capital” for economic growth, and proposed measures to improve the quality of developing and recruiting new Party members within Party organizations at the commune, ward, and special administrative zone levels.
Removing bottlenecks while maintaining firm growth targets
In his concluding remarks, Mr. Le Tien Chau, Member of the Party Central Committee, Secretary of the Hai Phong Party Committee, and Head of the Hai Phong National Assembly Delegation, emphasized that the global situation is experiencing rapid, complex, and unpredictable changes, placing increasing pressure on economic growth, macroeconomic stability, and social welfare.
Meanwhile, Hai Phong has set an economic growth target of 13%. To achieve this goal, the city will maintain internal stability, strengthen solidarity and unity across the entire Party organization and political system, and mobilize and effectively utilize all available resources.

City Party Secretary Le Tien Chau emphasized the need to continue building a united and cohesive Party organization and the entire city’s political system based on the principle of democratic centralism. He called for resolute measures to rectify and address manifestations of disunity, irresponsibility, and failure to comply with directives. At the same time, he requested the prompt consolidation and completion of the cadre contingent to ensure that the administrative apparatus operates smoothly, effectively, and efficiently.
Regarding the task of finalizing the medium-term public investment plan for the 2026–2030 period, Mr. Le Tien Chau noted that in the context of limited resources, achieving double-digit growth requires selecting the right projects and focusing on key priorities. Public investment must truly play the role of “seed capital,” leading and mobilizing social resources, especially from the private sector and foreign direct investment (FDI).
Accordingly, the Party Committee of the City People’s Committee was requested to urgently review the entire list of projects, clearly assess their socio-economic efficiency, ensure effective use of capital, and evaluate their spillover effects and capacity to drive growth. At the same time, priorities must be set and resources concentrated on key driving projects and strategic infrastructure breakthroughs in line with the Resolution of the City Party Congress. Projects that remain scattered, wasteful, or have unclear economic efficiency and capital recovery potential must not be included in the list.
Regarding the slow progress of several key projects compared with the planned schedule—directly affecting the targets for industry and construction—Mr. Le Tien Chau stated that a review shows the delays are not due to a lack of mechanisms or resources, but mainly stem from three bottlenecks: site clearance, legal procedures, and the organization of implementation.

In response to the difficulties faced by businesses and residents due to unfavorable global developments, City Party Secretary Le Tien Chau requested the city’s People’s Committee to focus on substantively removing obstacles and difficulties for enterprises. He emphasized the need to minimize both time costs and compliance costs—whether official or unofficial—and to strongly restore confidence and motivation so that businesses can confidently maintain production, conduct business, and expand investment.
From now until the end of the year, the police, inspection authorities, tax agencies, and customs departments were asked to review all inspection and audit plans involving enterprises. Unnecessary inspections must be reduced, postponed, or integrated to avoid overlap and duplication, thereby preventing disruptions to business and production activities. The State Bank of Vietnam – Region 6 Branch was requested to direct commercial banks in the area to prioritize credit for production and business activities, particularly in key driving sectors.
The City Party Secretary also urged relevant agencies to accelerate the implementation of strategic projects, especially the construction of Nam Do Son Port, in order to expand development capacity for industry, logistics, maritime transport, and post-port infrastructure. This is considered an urgent requirement for the city’s future development, as the Dinh Vu – Cat Hai Economic Zone is gradually reaching its capacity limits and transport infrastructure is becoming increasingly overloaded.
He also stressed the importance of successfully organizing the Red Flamboyant Festival – Hai Phong 2026, aiming to elevate it into a cultural and tourism event of national and international significance. In addition, the city must continue to ensure security, social order, and safety across the area, proactively monitor the situation, and avoid being caught off guard under any circumstances.
