The year 2025 marks a particularly important milestone as the city’s development space has expanded following the merger of provincial-level administrative units. This consolidation aims to restructure resources, widen growth potential, and create a new development pole with strong regional spillover effects. In this context, the city’s administrative system has continued to operate smoothly and effectively—an essential factor in maintaining the confidence of the business community.

Over the past year, the city recorded a GRDP growth rate of 11.81%, marking 11 consecutive years of double-digit growth. The size of the economy reached nearly USD 30 billion, ranking third nationwide. Total implemented investment amounted to VND 321 trillion, while domestic investment exceeded VND 371 trillion, an 8.3-fold increase. Foreign direct investment reached USD 2.89 billion, including many high-tech projects. Behind these figures lies a clear message: Hai Phong does not merely make promises—it delivers results.

More notable is how the city continues to build investor confidence through institutional reforms. The early completion of adjustments to the 2021–2030 master plan with a vision to 2050, along with the finalized planning for the Dinh Vu – Cat Hai Economic Zone, has provided investors with a clear “development map,” reducing risks and improving predictability. In the investment environment, clarity can sometimes be more valuable than incentives.

The city is implementing substantive administrative reforms with the goal of cutting at least 50% of the time and cost required for administrative procedures, while moving toward 100% fully online public services. This approach not only helps businesses save resources but also sends a strong signal of the city’s determination to change. Notably, the principle of “providing information only once”, if fully implemented, would mark a major step forward in building digital government and significantly reduce administrative burdens on businesses.

A clear shift can be seen in governance thinking—from “management” to “service” for citizens and enterprises. When authorities place themselves in the position of businesses while designing policies, administrative reform becomes not just a slogan but an intrinsic need of the system.

Another key pillar lies in special mechanisms and policies. The National Assembly’s issuance of Resolution No. 226/2025, introducing 41 pilot mechanisms, has opened a new “institutional space” for Hai Phong. In particular, the Free Trade Zone, with outstanding incentives ranging from taxes and visas to investment procedures, not only strengthens the city’s competitiveness but also positions it as a regional-level destination. At a time when global capital flows are restructuring, such advantages are highly significant in attracting high-quality projects.
