In the system of 51 specific tasks to implement the Government’s Resolution No. 29, the action plan No. 37 of the Hai Phong Standing Party Committee on implementing Politburo Resolution No. 79 on state economic development, setting the milestone to complete leading and pioneering state-owned enterprise development project by the third quarter of 2026 has a great significance. In Hai Phong's current economic situation, this requirement becomes even clearer. The city has over 50,000 operating enterprises, where the private sector dominates both in number and contribution, while state-owned enterprises account for a very small proportion. This disparity demands that, despite their small number, state-owned enterprises must generate sufficient influence to lead and guide the development of the entire business sector.
With the small number of state-owned enterprises compared to tens of thousands in the locality, the issue lies not in scale but in quality and positioning. Selecting the right enterprises and sectors for the pioneering role will determine the effectiveness of the entire policy.
A key factor is improving governance quality. Enterprises aiming to lead must operate transparently, efficiently, and adapt quickly to market fluctuations. Governance is the decisive factor for competitiveness and influence.

Hai Phong currently has advantages in industry, logistics, seaports, and foreign investment attraction. When state-owned enterprises proactively apply new technologies in these fields, the effects will spread widely, contributing to higher productivity and growth quality across the entire economic ecosystem.

Another important direction is strengthening linkages between state-owned enterprises and private enterprises as well as the FDI sector. In reality, the non-state sector contributes the majority to city growth and budget revenue.
