Policy momentum drives Vietnam’s artificial intelligence ecosystem

Policy support and the participation of major technology groups are positioning artificial intelligence (AI) as a strategic sector in Vietnam, gradually shaping the national ecosystem.

Following the issuance of Resolution 57-NQ/TW, AI has been identified as a key pillar of science, technology and innovation. The country aims to rank among the top three in Southeast Asia for AI research and development by 2030.

Placing AI at the key of the national development strategy not only sets direction but also aligns action across central and local authorities, as well as the public and private sectors. A notable step is the Artificial Intelligence Law, which took effect on March 1, 2026, providing a comprehensive legal framework for AI development, testing and application.

In parallel, incentives on data access, computing infrastructure and research and development are helping to lower initial investment costs, enabling businesses to roll out large-scale AI projects. Legal protections for enterprises are also strengthening private-sector confidence to engage more deeply in the field.

As the policy framework improves, major domestic technology firms are taking the lead in building the national AI ecosystem.

Viettel is focusing on developing digital infrastructure and large-scale AI platforms, building ecosystems in data, cloud computing and AI applications across sectors including defence, security, healthcare and smart transportation. The group is also advancing core technologies such as Vietnamese natural language processing and computer vision.

VNPT is developing AI platforms with broad applications in digital government and enterprise solutions. Technologies such as virtual assistants, Vietnamese speech recognition and big data analytics have been deployed across ministries and localities, helping improve governance and public service delivery.

FPT stands out with a global AI strategy, expanding beyond the domestic market to export services internationally. The company is investing in AI centers, strengthening partnerships and applying AI across finance, manufacturing and education.

Meanwhile, CMC Corporation is building data and cloud ecosystems as a foundation for AI, while developing AI-as-a-Service solutions to help small and medium-sized enterprises access the technology at lower cost.

Despite favorable conditions, Vietnam’s AI ecosystem still faces challenges. However, with continued policy support and the leadership of major firms, AI is emerging as a new growth driver of the digital economy. As platforms are refined and commercialized, Vietnam has the potential not only to address domestic needs but also to integrate more deeply into the global AI value chain.
