Ensuring construction of Hai Duong Nam Station Project
Coordination between relevant units and local authorities has proceeded smoothly, ensuring the timely handover of land for the construction of the Hai Duong Nam Station project.

Proactive construction efforts
Hai Duong Nam Station is one of the key stations on the Lao Cai – Hanoi – Hai Phong railway line, a strategic transport infrastructure project connecting the northern midland region and the Red River Delta with the seaport system in Hai Phong. The railway line has a total length of about 390.9 km, uses the standard gauge of 1,435 mm, and is designed for both passenger and freight transport with a maximum speed of 160 km/h. The total investment is estimated at over VND 203 trillion.
According to a report by the Ministry of Construction at the Government Standing Committee meeting on March 18, which reviewed and accelerated the progress of key railway projects including the Lao Cai – Hanoi – Hai Phong route, the project has been implemented in a synchronized manner since its groundbreaking on December 19, 2025.
For Component Project 1 (investment in station connection infrastructure and station squares), contractors have begun construction at five stations: Lao Cai, Phu Tho, Bac Hong (Hanoi), Luong Tai (Bac Ninh), and Hai Duong Nam (Hai Phong).
The contractor selection process has largely met the required timeline. All 5 out of 5 consulting packages in the project preparation phase have been completed, along with 6 out of 12 consulting packages in the project implementation phase. The remaining six packages, including three construction packages and three supervision consulting packages, are currently being carried out simultaneously.
Regarding technical design, 5 out of 21 stations have had their design dossiers approved, while surveys and design work for the remaining stations are ongoing and expected to be completed by June 2026 to support construction.
Hai Duong Station is among the first five stations of the line to begin construction. The project is located in Cham Hamlet (Gia Loc Commune) and Huyen Bua and Gach hamlets (Yet Kieu Commune), an area with a favorable location close to major transport routes and industrial parks.

According to the design, the station will cover an area of about 11.5 hectares, with five railway tracks, serving both passenger and freight transport. The station area component project includes the access road to the station and the station square, with a total land acquisition area of about 10.4 hectares, including 7.6 hectares for the access road and 2.8 hectares for the station square.
Immediately after the groundbreaking, construction units quickly implemented preparatory works. At the construction site, contractors carried out land leveling, construction of temporary access roads, and the arrangement of material storage areas, while also completing geological surveys, technical designs, and construction plans.
According to a representative of the construction unit under the Railway Project Management Board (Ministry of Construction), the contractor has proactively developed phase-based construction plans, while ensuring sufficient workforce and equipment are mobilized. The project is currently on schedule as planned.
Ensuring site clearance progress

According to preliminary statistics, the Hai Duong Nam Railway Station project is currently being implemented in the communes of Gia Loc and Yet Kieu, involving land acquisition from more than 200 households. From the early stages of implementation, the two localities established compensation, support and resettlement councils to conduct surveys, inventories and complete procedures in accordance with regulations. By mid-March 2026, Gia Loc and Yet Kieu communes had largely handed over the cleared land to the investor for construction as scheduled. Compensation payments have been carried out in several phases in compliance with regulations, helping to secure public consensus.
Mr. Doan Ngoc Thuan, Vice Chairman of the People’s Committee of Gia Loc Commune, said the locality has been implementing all tasks in a coordinated manner according to the plan, from reviewing current land conditions and conducting inventories to paying compensation. At present, only a small number of households are completing procedures to receive compensation. As a result, site clearance progress has been ensured, creating favorable conditions for construction units.
In Yet Kieu Commune, tasks related to site clearance have also been carried out on schedule. Local authorities regularly coordinate with the investor and contractors to update progress, finalize relevant procedures and ensure sufficient land availability for construction.
Alongside the implementation of the project, resettlement areas are also being built to help stabilize residents’ livelihoods. Security and order at the construction site are being effectively maintained, facilitating the transportation of materials and equipment as well as continuous construction activities. The proactive and coordinated efforts of the two localities are contributing to accelerating progress and meeting the project’s construction requirements.
To ensure the parallel implementation of related tasks, on March 19, Le Ngoc Chau, member of the Party Central Committee, Deputy Secretary of the Hai Phong Party Committee and Chairman of the Hai Phong People’s Committee, requested that architectural designs for stations within the Lao Cai – Hanoi – Hai Phong railway project located in Hai Phong be implemented according to schedule. In particular, Hai Duong Nam Station must meet requirements in terms of aesthetics, engineering, functionality and sustainability, while reflecting the distinctive identity of each locality.
With the close direction of Hai Phong city authorities and the effective coordination between contractors and local administrations, the Hai Duong Nam Station project is being implemented according to plan. Ensuring smooth construction progress will not only contribute to completing the Lao Cai – Hanoi – Hai Phong railway line but also enhance infrastructure connectivity, promote socio-economic development and expand development space for Hai Phong in the coming years.
