Reducing administrative procedures for production and business activities

The People’s Committee of Hai Phong City has requested departments and relevant agencies to continue reviewing, reducing, and simplifying administrative procedures related to production and business activities.

The City People’s Committee has requested that the review, reduction, and simplification of administrative procedures be completed before March 30, 2026.

The Hai Phong City People’s Committee has directed departments and agencies to continue reviewing and proposing plans to eliminate or simplify 100% of unnecessary business investment conditions, and to abolish all business conditions for sectors not included in the list of conditional business lines under the Investment Law.

Departments are also required to coordinate with commune-level People’s Committees and relevant agencies to reduce the processing time of administrative procedures by 50% and cut compliance costs by 50%. In addition, all administrative procedures stipulated in mandataory technical regulations and standards must be announced, reviewed, reduced, and simplified. Authorities must also guide and support enterprises under their management to ensure that 100% of enterprise reporting regimes are conducted electronically.

At the same time, departments must work with the Office of the City People’s Committee to ensure that 100% of internal administrative procedures among state administrative agencies and within each agency are reviewed and proposed for reduction and simplification in terms of procedures, processing time, and implementation costs. They are also tasked with proposing amendments and improvements to internal administrative procedures to align with organizational streamlining while ensuring smooth and effective operations.

The review, reduction, and simplification of administrative procedures must be completed before March 30, 2026.

The City People’s Committee also requires departments, agencies, and People’s Committees of communes, wards, and special zones to continue expanding fully online public services based on data-driven processes, ensuring that administrative procedures can be carried out regardless of administrative boundaries, in line with the city’s targets for 2026.

Specifically: 100% of eligible administrative procedures must be provided as fully online public services; All information, documents, and papers related to administrative procedures for production and business activities must only be submitted once to state administrative agencies; 100% of internal administrative procedures within state administrative bodies must be managed through electronic internal management systems.

These directives aim to further implement the review and simplification of administrative procedures in accordance with Government Resolution No. 66 dated March 26, 2025.
