Preparations underway for election of Chairpersons and Vice-Chairpersons of local People's Councils and People’s Committees
Local authorities across the country are preparing to elect the Chairpersons and Vice-Chairpersons of provincial and communal People’s Councils and People’s Committees during the first sessions of the People’s Councils at all levels.

People’s Council Leadership to Be Elected First
The Standing Committee of the National Assembly has issued Official Dispatch No. 1563/HD-UBTVQH15, providing guidance on the organization of the first sessions.
According to guidance, during the first session, the local council will carry out the following tasks in order: report the results of the local council elections, confirm the elected deputies, summarize opinions and recommendations from local voters and then carry out the election of leadership positions.
Importantly, the election of Chairpersons and Vice-Chairpersons of the local council, heads of council committees, Chairpersons and Vice-Chairpersons of the People’s Committees, committee members, and people’s judges will be conducted by secret ballot.

During the first session, the local council will elect Chairpersons, Vice-Chairpersons, and committee heads from among the deputies, based on proposals by the Standing Committee of the previous council or nominations from the presiding officers if the previous standing committee is vacant. The Chairperson of the People’s Committee will be elected upon the recommendation of the local council Chairperson.
The Chairperson of the People’s Committee assumes office immediately after being elected and may then propose candidates for Vice-Chairpersons and committee members. Each proposal must clearly state the assigned responsibilities or positions within the relevant department of the People’s Committee that the candidate is expected to hold.
Within five working days after the election, results for provincial-level People’s Council Chairpersons and Vice-Chairpersons must be submitted to the National Assembly Standing Committee for approval, while results at the commune level are submitted to the provincial council standing committee.
Procedures for approving the election of Chairpersons and Vice-Chairpersons of the People’s Committees are carried out in accordance with government regulations. The Prime Minister approves results for provincial-level committees, while the Chairperson of the provincial People’s Committee approves results for commune-level committees.
