Cyberspace is becoming integral to social life, but rapid digital growth has also led to inappropriate behavior among some users.

On March 5, the Ministry of Culture, Sports and Tourism issued a code on behavior in the digital environment, in what it described as a comprehensive approach to managing and developing cyberspace. The code goes beyond legal compliance, aiming to promote civil, respectful and responsible behavior among internet users.
It sets out basic principles including respect for the legitimate rights and interests of organizations and individuals, the use of appropriate language, verification of information before sharing, and the promotion of positive values.
The guidelines apply not only to individuals but also to organizations, digital platform providers, media agencies and content creators, reflecting the view that cyberspace is a complex ecosystem in which all stakeholders play a role.
Authorities say building a culture of online behavior requires coordinated efforts across society, rather than responsibility resting on individuals alone.
Digital culture extends beyond putting cultural products online, encompassing the development of values, standards and modes of interaction suited to the digital age. A healthy online environment is expected to support the growth of creative industries, media and the digital economy.
