Hai Phong applies data in governance and administration
Data integration will help remove barriers and better serve the goals of socio-economic development in Hai Phong.

The People’s Committee of Hai Phong has recently established a task force to implement the city’s data strategy for governance and administration. This is considered an important step to accelerate digital transformation, improve data infrastructure, and strengthen the application of information technology in the operations of government agencies.
The first two regular meetings of the city People’s Committee in early 2026 featured several new elements. One of the highlights was detailed analytical reports on state budget revenues and expenditures, public investment disbursement progress, site clearance progress, education and training databases, and socio-economic indicators, all extracted from the city’s Intelligent Operations Center (IOC) database.
These data analyses provide reliable evidence and concrete references for city leaders to review and evaluate performance. They help identify and commend localities and agencies that perform well while also pointing out areas where localities have not completed assigned tasks, projects have fallen behind schedule, or units have not closely followed required targets.
At the same time, the establishment of the task force aims to address issues related to inconsistent and fragmented data among sectors and localities. The task force is responsible for advising the city People’s Committee on solutions and action plans to build shared databases, promote information sharing among government agencies, ensure data and cybersecurity, and closely follow the spirit of Resolution No. 214/2025 on the Government’s action plan to promote data creation for comprehensive digital transformation.
In the current context, Hai Phong is focusing strongly on applying digital transformation to significantly reduce administrative processing time, compliance costs, and business conditions, while expanding the provision of public services for businesses regardless of administrative boundaries. The number of household businesses converting into enterprises, as well as newly established companies, has increased compared with the same period last year.
In the first two months of 2026 alone, the city recorded 1,311 newly registered enterprises with total registered capital of nearly VND 9.5 trillion, representing an increase of 48.4% in the number of enterprises and 90.2% in registered capital compared with the same period in 2025.
These figures indicate growing confidence among businesses in the city’s open investment and business environment, administrative reform efforts, and the development of the private economic sector.
Currently, not many provinces and cities across the country have established such a task force as Hai Phong has done. In Hai Phong, members of the task force are specialized focal points from various agencies and units, including officials with information technology expertise who directly participate in operating, exploiting, and utilizing existing data systems to implement the city’s data strategy for governance and management.
The task force’s activities also involve contributions from several telecommunications and information technology companies, including: MobiFone Hai Phong, VNPT Hai Phong, and Viettel Hai Phong.
Beyond analyzing and utilizing data from the Intelligent Operations Center (IOC), the task force will also implement objectives, tasks, and solutions related to data management. It will coordinate the implementation of strategies, programs, mechanisms, policies, projects, and cross-sector initiatives related to data, while aligning with plans from central ministries and city authorities to support governance and decision-making.
The establishment of this task force represents a structured and practical step that allows departments, sectors, and agencies to coordinate more effectively, develop shared solutions and common approaches, and strengthen data connectivity and sharing in implementing programs to promote innovation, develop science and technology enterprises, expand international cooperation, and accelerate investment promotion activities.
It will also support the development and regular updating of lists of land areas inside and outside industrial parks that require investment according to planning, thereby ensuring equal access to land information for investors and attracting businesses interested in investing and developing economic activities in Hai Phong.
In this way, the city aims to prepare favorable conditions to attract major investors and further boost its economic growth.
