The project has a total investment of around 7.511 trillion dong ($294 million).

The Hai Phong People’s Committee has approved the investment policy and investor for the project, to be located on Cai Trap island.

Developed by PV GAS, the terminal will serve the import, storage and distribution of liquefied petroleum gas (LPG) for the northern market.

The site lies within the Dinh Vu–Cat Hai Economic Zone, a key industrial and port hub, with access to seaports and international shipping routes.

The project will run for 30 years from approval and is scheduled to start operations in the third quarter of 2028.

The terminal will include two liquid and gas berths capable of handling vessels of up to 100,000 DWT.

Once operational, it is expected to boost LPG import, storage and distribution capacity in northern Vietnam, helping meet rising energy demand and support supply stability for industrial and residential use.

The project is also expected to support the development of the local industrial, logistics and energy services ecosystem.

It is projected to create more than 1,000 jobs during construction and over 100 jobs during operation, contributing to the local budget and socio-economic development of the city and surrounding areas.
