Hai Phong strives to complete 6,700 social housing apartments in 2026.

Currently, the process of reviewing eligibility documents for buyers and renters of social housing still faces some obstacles, with the number of applications far exceeding the supply. Businesses are the entities directly receiving applications, signing sales contracts, collecting payments, and handing over apartments, after which management agencies conduct post-review. If buyers are found ineligible during post-review, recovering the apartments becomes even more complicated. Representatives from several businesses have proposed that management agencies handle the eligibility review process to ensure transparency; they also suggest building a shared database of eligible social housing buyers directly on VNeID. If people meet income and housing criteria, they will receive a "green tick." When they register to buy, developers can rely on the "green tick" to streamline the approval process.
