General Secretary To Lam stressed that Hai Phong should be positioned as a maritime growth driver of the Red River Delta and the country, forming a development triangle with Hanoi and Quang Ninh.

General Secretary To Lam made the remarks on March 16 during a working session with theHai Phong Party Committee to review the city's performance in the spirit of the resolutions of the 14th National Party Congress and Politburo resolutions, as well as Hai Phong’s socio-economic development.

Members of the central delegation included Politburo members and Secretariat officials such as Trinh Van Quyet, head of the Central Propaganda and Mass Mobilization Department; and Pham Gia Tuc, Chief of the Party Central Office. Deputy Prime Minister Nguyen Hoa Binh and National Assembly Vice Chairman Vu Hong Thanh also attended the meeting along with other senior officials from ministries and central agencies.

City leaders at the meeting included Le Tien Chau, Party Secretary of Hai Phong and Head of the city’s National Assembly delegation; Le Ngoc Chau, Deputy Party Secretary and Chairman of the Hai Phong People's Committee; Do Manh Hien, Standing Deputy Party Secretary; Le Van Hieu, Deputy Party secretary and Chairman of the Hai Phong People's Council; and Pham Van Lap, Deputy Party Secretary and Chairman of the Hai Phong Vietnam Fatherland Front Committee and leaders of several departments and agencies.

Hai Phong urged to strengthen role as maritime and logistics hub

In his concluding remarks, General Secretary To Lam acknowledged the efforts made by the city’s Party organization, authorities, business community and residents in socio-economic development in recent years, while urging the city to address remaining limitations and challenges with effective solutions.

He praised Hai Phong for promptly studying and concretizing the major orientations of the Party Congress resolution and strategic resolutions of the Politburo, including building an action program aimed at achieving double-digit growth in the 2026–2030 period.

However, the General Secretary stressed that the effectiveness of the resolutions depends first and foremost on implementation. He stressed that development targets and tasks should be further specified, with clear responsibilities, timelines and accountability. The city should also upgrade its growth model based on productivity, science and technology and innovation.

He called for stronger development of high-tech industries, supporting industries and modern port and logistics services, while promoting the private sector as an important driver of growth.

The General Secretary stressed on the importance of strategic planning thinking, placing Hai Phong within the broader development structure of the region and the country.

By 2030, Hai Phong should develop a modern marine economy centered on seaports and logistics.

He also called for coordinated planning of the Lach Huyen port system, Nam Do Son, and the Van Uc River area together with logistics networks, industrial zones and a free trade zone, forming a value chain linking production, transport, trade and services.

Hai Phong seeks central support to remove bottlenecks

Speaking at the meeting, municipal People’s Committee Chairman Le Ngoc Chau said the Prime Minister had recently approved the task of preparing Hai Phong’s master plan to 2050 with a vision to 2075, describing it as an important step in shaping the city’s long-term urban and socio-economic development.

Amid the operation of a two-tier local government system and the requirement to maintain double-digit growth in the coming period, Hai Phong considers planning a priority that must go ahead of development and provide a foundation for sustainable growth.

Chairman Le Ngoc Chau proposed that the central government consider several measures to enable Hai Phong to effectively implement its planning and maintain high economic growth in the coming years.

The city also requested further decentralization, allowing Hai Phong to approve and adjust certain plannings currently under the authority of the Prime Minister, similar to pilot mechanisms being applied in Hanoi and Ho Chi Minh City.

The chairman also called for early approval of adjustments to the Red River Delta regional plan and national sectoral plans, including consideration of Hai Phong’s proposals to develop the city into an international transshipment port and a regional center for marine economy and renewable energy.

The city further proposed central support to upgrade key transport routes to improve regional connectivity and strengthen Hai Phong’s role as an international trade gateway.

City pledges to realize port city development ambitions

Hai Phong Party Secretary Le Tien Chau expressed appreciation for the working visit and guidance from General Secretary Lam and the central delegation.

He said the strategic directions from the General Secretary help the city better recognize its position, role and responsibilities within the country’s overall development.

On behalf of the Hai Phong Party Committee, Hai Phong Party Secretary Le Tien Chau affirmed that the city will translate the General Secretary’s directions into concrete actions with the highest determination and effectiveness.

The city will focus on renewing its development model, improving the quality of growth and promoting its role as a maritime economic, industrial and logistics center in northern Vietnam.
