Hai Phong basically completes voter card issuance

As of March 13, election teams across Hai Phong had largely completed the distribution of voter cards to around 3.2 million voters and are continuing to review the lists to ensure citizens’ voting rights are fully guaranteed.

The voter lists and voter cards are still being reviewed and updated by local authorities to ensure citizens’ voting rights.

In line with the plan, election teams across Hai Phong have largely completed the distribution of voter cards.

According to reports from the People’s Committee of Hai Phong and election committees of communes, wards and special zones, the issuance of voter cards was carried out intensively before March 12, while the review of voter lists continues in accordance with regulations.

At present, communes, wards and special zones are still reviewing voter lists, and voter cards are continuing to be distributed to residents. However, in some areas, the updating of voter lists and their arrangement by households, villages and residential quarters has not yet been fully completed, making monitoring and management more difficult. The review process has also missed several cases, such as residents who are actually living in the locality but whose names are not on the list; deceased persons who still remain on the list; or voters currently living abroad who have not yet been officially removed from the voter list.

The Hai Phong Department of Home Affairs has requested Party committees of communes, wards and special zones to strengthen leadership and direction in carrying out urgent preparations for the upcoming election day, with priority given to issuing voter cards and updating voter lists.

According to regulations, each citizen may only be listed on one voter list at their place of permanent or temporary residence. Voters who are temporarily residing in a locality for less than 12 months, as well as military personnel in units of the people’s armed forces, will be included in the voter list to elect National Assembly deputies and provincial-level People’s Council deputies at their place of temporary residence or stationing.

Vietnamese citizens returning from abroad during the period from the posting of the voter list to 24 hours before the start of voting may present a passport indicating Vietnamese nationality to the commune-level People’s Committee to have their names added to the voter list and receive voter cards. They will be eligible to vote for National Assembly deputies and provincial- and commune-level People’s Council deputies if presenting documents at their place of permanent residence, or for National Assembly deputies and provincial-level People’s Council deputies if presenting them at their place of temporary residence.

Voters who are under temporary detention or custody, or those serving compulsory education or compulsory drug rehabilitation measures, will be included in the voter list to elect National Assembly deputies and provincial-level People’s Council deputies at the locations where they are being held or serving these measures.

During the period from 10 days to three days before election day, election teams must distribute voter cards to voters in each polling area.

Election teams will closely coordinate with commune-level police, village heads and residential quarter leaders in reviewing voter lists during the distribution of voter cards. Particular attention will be given to voters with special circumstances, such as persons with disabilities, the elderly, the sick, detainees, individuals undergoing compulsory education or drug rehabilitation, voters in quarantine or lockdown areas due to disease prevention, those in areas isolated by natural disasters or fires, and voters performing duties at sea or on islands, so that appropriate arrangements can be made to ensure they can exercise their voting rights.
