Focusing on growth targets and successfully organizing the election

In the first two months of 2026, Hai Phong’s socio-economic situation remained stable, staying aligned with its growth targets.

On the afternoon of March 2, Mr. Le Ngoc Chau, Member of the Party Central Committee, Deputy Secretary of the City Party Committee, and Chairman of the City People’s Committee, chaired the regular meeting to assess the implementation of socio-economic development tasks in February and to outline key tasks for March and the following months.

Attending the meeting were the Standing Vice Chairman of the City People’s Council, Vice Chairmen of the City People’s Committee, and representatives of departments and agencies.

The conference was held in a hybrid format, combining in-person and online participation, connecting to 114 communes, wards, and special zones.

Budget revenue in first two months exceeds 21% of annual target

In February 2026, city authorities at all levels focused on implementing socio-economic development tasks in line with directives from the National Assembly, the Government, the City Party Committee, and the City People’s Council. Activities celebrating the Party and the Lunar New Year (Year of the Horse) were organized in a safe, joyful, and healthy manner.

Socio-economic performance in February and the first two months of 2026 remained generally stable, with production sectors maintaining growth momentum. Seven out of eight key socio-economic indicators for February met or exceeded the projected growth scenario.

Total state budget revenue in the city during the first two months was estimated at VND 41,546 billion, reaching 21.3% of the assigned annual estimate (equivalent to 120.8% of the projected growth scenario). Of this amount, revenue from import-export activities totaled VND 13,442 billion, achieving 16% of the annual estimate, while domestic revenue reached VND 21,929 billion, fulfilling 21.3% of the assigned target.

Regarding public investment disbursement, as of February 25, the city had disbursed VND 5,263 billion, equivalent to 13.47% of the capital plan assigned by the Prime Minister and 14.2% of the plan approved by the City People’s Council.

Total foreign direct investment (FDI) attracted to the city as of February 27 reached USD 221.4 million, accounting for 5.47% of the annual target (with the 2026 plan set at USD 3.8–4.3 billion). Cumulatively, the city is home to 1,802 valid projects from 42 countries and territories, with a total registered capital of USD 51.2 billion. In the first two months of the year, 1,510 new enterprises were established—equivalent to the same period in 2025 and 24% higher than the projected scenario.

Agricultural production, livestock farming, and aquaculture remained stable, largely in line with the growth scenario.

However, the Industrial Production Index (IIP) in February was estimated to decline by 6.25% compared to the same period last year (4.7% below the planned target).

The cultural and social sectors continued to receive attention, ensuring residents celebrated the Lunar New Year safely. Administrative reform and digital transformation efforts were further promoted. Political security and social order and safety across the city remained firmly maintained.

Regarding targets for the first quarter of 2026, the city is determined to achieve economic output of VND 112,684 billion, up 12% compared to the same period in 2025; state budget revenue of VND 50,500 billion; and the completion of 519 social housing units.

In March and the remaining months of 2026, the city will continue to strengthen leadership, direction, and administration at all Party levels in a decisive, close, and accountable manner. Tasks will be clearly assigned, with specific responsibilities and deadlines defined for each individual and agency. Administrative discipline and order will be tightened, with enhanced inspection, supervision, and regular oversight to ensure all tasks are implemented proactively, effectively, and on schedule.

During discussions at the meeting, leaders of the City People’s Council, the City People’s Committee, departments, sectors, and localities focused on key issues including budget revenue collection, public investment disbursement, site clearance for key projects, foreign investment attraction, and import-export activities.

Focusing leadership for the election to achieve four key goals

In his concluding remarks, Mr. Le Ngoc Chau, Member of the Party Central Committee, Deputy Secretary of the City Party Committee, and Chairman of the City People’s Committee, emphasized that socio-economic performance in February and the first two months of 2026 had largely met or exceeded the set targets. However, the goals and tasks assigned by the Government, the City Party Committee, and the City People’s Council are very ambitious, and the workload for the remaining months of the first quarter as well as the entire year of 2026 is substantial.

To achieve the proposed growth targets, Chairman Le Ngoc Chau requested that departments, sectors, and localities concentrate maximum efforts and prepare all necessary conditions to successfully organize the election of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026–2031 term.

In particular, leadership and direction will focus on ensuring that the election achieves four key objectives: making Election Day truly a Festival of the People; enhancing propaganda to secure the highest possible voter turnout; ensuring voters are fully informed about candidates in order to select the most qualified representatives with the highest level of vote concentration; and completing the election process at the earliest possible time.

Departments, agencies, and the People’s Committees of communes, wards, and special zones are required to proactively implement tasks in March to fulfill first-quarter targets of 12.5% growth and 25% public investment disbursement.

Authorities were also instructed to urgently develop a plan to implement Decision No. 288 on the establishment of a specialized economic zone, and to closely coordinate with the Ministry of Construction and the Government Office to accelerate submission to the Prime Minister for approval of the Master Plan for the Southern Coastal Economic Zone and the city’s overall master planning mandate.

Chairman of the City People’s Committee Le Ngoc Chau assigned specific tasks to departments. The Department of Finance was directed to urgently draft the Action Plan of the Standing Committee of the City Party Committee to implement Resolution No. 79 of the Politburo on developing the state-owned sector, and report to the city’s leadership before March 15. The department is also assigned to review and consolidate progress on BT (build-transfer) project proposals by investors previously approved by the city, and report before March 5, as well as expedite appraisal of public investment policies to serve as the basis for inclusion in the 2026–2030 medium-term public investment plan and early implementation.

The Department of Construction, in coordination with the Departments of Finance and Agriculture and Environment, and relevant agencies and localities, will review land funds that may be used as reciprocal land for BT projects currently underway, and prepare proposals accordingly. The department is also required to accelerate appraisal of project and construction designs to speed up implementation and public investment disbursement, thereby promoting production and business activities. It will also advise on projects to be commenced or inaugurated in celebration of the Liberation of the South and National Reunification Day.

The Department of Industry and Trade was tasked with closely monitoring the production and business situation of enterprises and manufacturing facilities, and promptly proposing solutions to remove difficulties to ensure fulfillment of the first-quarter Industrial Production Index (IIP) target of 14.7% growth. The department must also urgently assess the impact of the United States’ executive order raising additional import tariffs from 10% to 15% and propose support measures for affected enterprises, as well as develop a power supply plan to ensure socio-economic development for the 2026–2030 period, with a vision to 2045.

The Department of Culture, Sports and Tourism was instructed to promptly prepare plans for organizing the 2026 Flamboyant Festival – Hai Phong, along with major national and city anniversary events in April and May, ensuring that activities are commensurate with the stature of the country’s third-largest city.

The Chairman of the City People’s Committee assigned specific responsibilities to each unit and locality. Party committees, leaders of departments and agencies, Secretaries of Party Committees, and Chairpersons of People’s Committees at commune, ward, and special zone levels were urged to uphold a strong sense of responsibility, develop implementation plans in line with the “six clarities” principle, and decisively overcome the mindset of waiting for higher-level instructions or selectively choosing tasks. They were called upon to promote proactiveness in research, advisory work, and task implementation in accordance with the guiding principle: “Say it, do it; act immediately; act correctly; act decisively; see it through; and ensure effectiveness,” as emphasized in the conclusions and directives of General Secretary To Lam, in order to achieve the city’s growth targets for the first quarter and the entire year of 2026.
