Hai Phong is maintaining its position as the country's dynamic economic center. GRDP grew 11.81% in 2025, state budget revenue exceeded 190,000 billion VND, with domestic revenue around 104,000 billion VND. These figures demonstrate that production capacity, investment attraction, and public financial management have reached a new level.

The development cycle that Hai Phong aims for not only goes beyond rapid growth, but also high quality and resilience. As localities simultaneously enhance the investment environment and infrastructure, competitive advantages lie not in target declarations, but in implementation progress and actual quality.

The city currently hosts dozens of state-owned enterprises operating in critical economic sectors. The focus is on those responsible for developing and exploiting seaport infrastructure, investing in economic zones, industrial parks, transportation, telecommunications... These are all sectors with decisive significance for the city's competitiveness and long-term dynamism.

In fact, each step in completing seaport or economic zone infrastructure triggers new investment waves, boosting high-tech industrial production and import-export turnover. When logistics capacity improves, transportation costs drop, customs clearance times shorten, the investment environment enhances, and growth potential expands. That spillover value is the foundational of the state economic sector to the entire economic ecosystem.

The new point of Resolution No. 79 is the requirement to substantially improve efficiency and perfect governance according to market principles. The leading role is demonstrated through operational effectiveness in key sectors. Authority must align with responsibility, capital use with output efficiency, and governance must be transparent.
