NA Chairman commends Hai Phong for well-organized and timely election preparations

The National Election Council has recently held a conference to implement election tasks. Hai Phong was commended for its well-organized and methodical preparations, as well as for providing timely reports on election work.

On the morning of February 26, at the National Assembly House, Mr. Tran Thanh Man, Politburo Member, Chairman of the National Assembly, and Chairman of the National Election Council, chaired a nationwide online conference to implement preparations for the election of deputies to the 16th National Assembly and deputies to People’s Councils at all levels for the 2026–2031 term.

Attending the conference at the Hai Phong venue were Party Central Committee members: Mr. Le Tien Chau, Secretary of the City Party Committee, Head of the Hai Phong National Assembly Delegation, Head of the City Party Committee’s Steering Committee for the election of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026–2031 term; Mr. Le Ngoc Chau, Deputy Secretary of the City Party Committee, Chairman of the City People’s Committee, Deputy Head of the City Party Committee’s Steering Committee for the election of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026–2031 term, Standing Vice Chairman of the City Election Committee; along with Mr. Le Van Hieu, Deputy Secretary of the City Party Committee, Chairman of the City People’s Council, Deputy Head of the City Party Committee’s Steering Committee for the election of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026–2031 term, Chairman of the City Election Committee; as well as members of the City Party Standing Committee and leaders of relevant departments and agencies.

At the commune-level venues, participants included members of the Election Steering Committee and the Commune-level Election Committee; Secretaries and Deputy Secretaries of the Party Committees; Standing members of the People’s Councils; leaders of the People’s Committees; the Standing Committees of the Vietnam Fatherland Front at the commune level; as well as Party cell secretaries, village heads, heads of residential quarters, heads of Front Working Committees, and representatives of mass organizations.

At the conference, leaders from various levels, sectors, and localities reported on the results of preparations for the election of deputies to the 16th National Assembly and deputies to People’s Councils at all levels for the 2026–2031 term, along with difficulties and obstacles that need to be addressed.

Speaking at the event, NA Chairman Tran Thanh Man affirmed that, up to this point, election preparations have been carried out in a timely, methodical, and thorough manner.

The National Election Council has worked through the Lunar New Year holiday and late into the night to ensure compliance with all legally prescribed timelines. General Secretary To Lam highly appreciated the leadership and direction of the National Election Council and central agencies, noting that their work has been prompt, systematic, and in line with regulations.

According to the NA Chairman, preparations and implementation at local levels have also been highly organized in recent times. Provincial- and commune-level Election Committees have worked actively and urgently, ensuring synchronization, identifying key priorities, closely following guidelines and timelines, with many tasks carried out ahead of schedule.

Chairman Tran Thanh Man commended Ho Chi Minh City for proactively directing the early development of election plans in several localities. He also praised localities such as Ha Noi, Hai Phong, Thai Nguyen, Bac Ninh, Lang Son, Da Nang, Lam Dong, Dak Lak, and An Giang for their well-organized implementation and timely reporting on election work.

Drawing from the 2021 election and previous terms, NA Chairman Tran Thanh Man emphasized five key lessons for localities to keep in mind:

First, promoting the strength of great national unity, public trust and consensus, citizens’ sense of responsibility, and the active participation of the entire political system are decisive factors in ensuring a successful election.

Second, the close leadership and direction of Party committees at all levels are of paramount importance to guaranteeing electoral success; clear task assignments, active cooperation, and close coordination among relevant agencies and organizations help ensure consensus and smooth implementation.

Third, communication and public information campaigns must be conducted extensively, with focus and appropriate methods to reach all citizens, while ensuring transparency, democracy, fairness, and equality in every stage of election preparation.

Fourth, thorough preparation of personnel procedures is essential — from the consultative process of nominating and introducing candidates, collecting voters’ opinions, to organizing election campaigning — in order to select truly qualified and eligible candidates in accordance with regulations.

Fifth, authorities must proactively grasp the situation at the grassroots level, prepare comprehensive plans and scenarios to maintain security, social order, and absolute safety for the election. Timely inspection and supervision are required to promptly address any issues and avoid shortcomings.

The NA Chairman particularly emphasized that ministries, sectors, and localities must not be subjective or negligent in election preparations. Voter meetings should be well organized, ensuring democracy, equality, and compliance with the law. Voter lists must be carefully reviewed to ensure that no eligible voter is omitted.

Communication efforts should be strengthened before, during, and after the election, especially in special areas and among specific voter groups. Central and local media agencies are urged to intensify public information campaigns. The armed forces and police are to continue close coordination to ensure absolute security and safety, preventing hostile forces from exploiting or sabotaging the election. Voting and vote counting must be conducted strictly and objectively, with election results announced no later than March 25, 2026, in accordance with the law.

The NA Chairman stated that the first session of the 16th National Assembly is expected to take place on April 6. Subsequently, local People’s Councils will also convene their first sessions.

Relevant agencies and localities are required to resolve complaints and denunciations within their authority and complete the certification of elected deputies’ eligibility in line with regulations.

Emphasizing that the election of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026–2031 term is an especially important political event, NA Chairman Tran Thanh Man expressed confidence that, with strong determination in leadership and direction from Party committees, authorities at all levels, the Vietnam Fatherland Front, and socio-political organizations — and with the entire political system acting decisively — the election will be a great success.
