Key land policies set to take effect soon
Decree No. 357/2025/ND-CP on the construction and management of housing and real estate market information system stipulates that from March 1, each real estate property will have its own unique electronic identification code.
According to this Decree, the electronic identification code for real estate products (including housing and constructed floor area in construction projects) is a string of alphanumeric characters, up to a maximum of 40 characters, assigned uniquely to each house or real estate unit within construction projects managed in the housing and real estate information system and database.
The Decree assigns local Departments of Construction to attach electronic identification codes to housing in development projects on their territory. This will be done simultaneously with the issuance of notices confirming that the housing meets sales conditions, for housing projects in the future.
Additionally, Decree No. 357 expands the issuance of electronic identification codes to market participants, including apartment building management operators, real estate brokerage practice certificates, and individuals eligible for housing support policies.
Thus, the national real estate database system is designed to be open and interconnected, complying with technical standards for databases, application programming interfaces (API), and access permission models. At the same time, the system must fully meet security and information safety requirements under the national data architecture framework.
