The “AI Chatbot Application on Zalo Mini App” model and the “An Phong Ward Digital Literacy” page are expected to enhance two-way interaction between local authorities and residents.

On the morning of February 23, the People’s Committee of An Phong Ward in Hai Phong introduced the “AI Chatbot Application on Zalo Mini App” model and the “An Phong Ward Digital Literacy” page.
The application has been upgraded and integrated from the Zalo Mini App platform along with an AI-powered chatbot for automated responses, forming the “An Phong Ward Digital Literacy” page. The platform offers a range of practical utilities, including the provision of official and timely information on Party guidelines, State policies and laws, as well as municipal regulations; guidance on online administrative procedures; 24/7 automated responses to frequently asked questions; and the integration of public services and digital utilities to support daily life.

The “AI Chatbot Application on Zalo Mini App” model and the “An Phong Ward Digital Literacy” page are expected to enhance two-way interaction between local authorities and residents. With just a smartphone, citizens can look up information, submit feedback, and learn about administrative procedures without having to visit government offices in person, thereby saving time and costs.

Previously, An Phong Ward had developed and put into operation its official Zalo Official Account (OA), which has gradually proven effective, becoming a user-friendly and practical communication channel that helps residents easily access important information and public administrative services. This is also an administrative reform initiative researched and implemented by the leadership of An Phong Ward, and it was recognized by the city of Hải Phòng in 2025.
