Female candidates running for Hai Phong City People’s Council exceeds the target
The proportion of female candidates for the Hai Phong City People’s Council for the 2026–2031 term is higher than the requirement set out in the Resolution of the 15th National Assembly Standing Committee.

According to statistics on the number, structure, composition, and qualifications of candidates for the Hai Phong City People’s Council for the 2026–2031 term, there are 61 female candidates, accounting for 43.88% of the total 139 candidates.
This proportion is relatively high compared to the requirement that women make up at least 35% of the official list of candidates, as stipulated in Resolution No. 107/2025 of the 15th National Assembly Standing Committee.
There are 27 young candidates (under 40 years old), accounting for 19.42%. Eight candidates are non-Party members, representing 5.76%. Fifty-two candidates are seeking re-election.
One ethnic minority candidate is running for the City People’s Council, accounting for 0.7%, and three candidates are religious adherents, accounting for 2.2%.
Regarding educational qualifications, 97 candidates hold postgraduate degrees (69.8%); 40 hold university degrees (28.8%); and two have qualifications below university level (1.44%).
The projected structure, composition, and allocation of nominees introduced to stand for election to the Hai Phong City People’s Council have been carried out in a democratic and objective manner, with emphasis on quality, ensure a reasonable composition of deputies currently working in political organizations, socio-political organizations, social organizations, people’s armed forces units, state agencies, public service units, and economic organizations in the locality, in compliance with regulatory requirements.
Voters in Hai Phong will elect 85 deputies from among the 139 candidates for the 2026–2031 term of the City People’s Council.
