Closer to the people through practical actions
At the headquarters of the People’s Committee of Hai An Ward, Ms. Bui My Anh and her husband were pleasantly surprised when they were invited into the reception room. Along with their newly issued marriage certificate, the couple received a bouquet of fresh flowers and warm congratulations from the ward leaders.
The moment left a lasting impression on the young couple as they began their married life. Such simple yet meaningful actions help spread a spirit of public service and reinforce the image of a friendly and citizen-centered services of grassroots authorities.
The shift toward a “people-centered” approach is also reflected in initiatives supporting vulnerable groups. A notable example is the “Door-to-Door Public Service Delivery” implemented in Viet Hoa Ward. The ward’s Culture and Social Affairs department has proactively coordinated with local public security to review population and social-insurance data and compile lists of eligible beneficiaries.

Foundation for sustainable development
At the Public Administrative Service Center of Phu Lien Ward, local authorities have introduced measures to tackle temporary congestion at certain service counters. Since September 2025, the ward has implemented a model allowing applications to be received and results returned at any counter, regardless of sector or administrative procedure. The initiative enables citizens to complete procedures at any counter, reducing waiting time while improving flexibility and accountability among civil servants.
According to Hoang Van Duc, Deputy Director of the municipal Department of Home Affairs, all commune-level administrations across the city have now adopted the “Friendly Government” model. The model has brought about clear improvements in awareness, responsibility and performance among officials, Party members and public employees, particularly those in leadership positions.
As a result, by the end of 2025, the city ranked first nationwide in the Satisfaction Index of Public Administrative Services (SIPAS).
