A new modern symbol of Hai Phong
After more than seven months of operation, the city’s Political–Administrative Center has gradually affirmed its role as a new architectural landmark, helping shape the image of a modern, dynamic and globally integrated Hai Phong.

Expanding Urban Space
On July 1, 2025, the Hai Phong Political–Administrative Center officially came into operation, coinciding with the city’s administrative merger with Hai Duong province. The milestone marked a significant step forward in modernizing the state administrative apparatus while expanding the city’s urban development space toward a multi-centered model.
Construction began in January 2023. The center is among the country’s largest and most modern administrative facilities, featuring a distinctive architectural design. Consolidating key government agencies within a single administrative hub is expected to improve coordination efficiency while laying the foundation for a modern, professional, and transparent urban governance model.”
Beyond administrative functions, the new center has been developed in sync with a large public square, a conference and performance complex, modern urban areas and a well-connected transportation network, forming a new development nucleus north of the Cam River. Upon completion of the Nguyen Trai Bridge, Hai Phong will have six bridges spanning the river, enabling more convenient travel between the existing inner city and the new administrative center.
According to architect Phan Dang Son, Chairman of the Vietnam Association of Architects, Bac Song Cam Political–Administrative Center can be regarded as a new architectural symbol of the city, reflecting a modern, integrated urban development vision with a long-term strategic outlook and creating a new symbol for Hai Phong during its process of integration and growth.

A new symbol
The new administrative center is increasingly becoming a venue for major political and cultural events. The successful organization of the Red Flamboyant Festival in 2024 and 2025 at the site highlighted its capacity to host large-scale modern events that meet the growing cultural demand of residents. In 2025, several activities of the third meeting of the APEC Business Advisory Council (ABAC III) were also held here, demonstrating the city’s capability to organize national and international events.
The hosting of the first Hai Phong Party Congress at the new administrative center further confirmed its role as a key political venue where major strategic decisions for the city’s future development are shaped.
Recent developments show that the new center is evolving beyond its administrative function to emerge as a major political and cultural hub in the city’s new development phase. Establishing and operating the Political–Administrative Center represents a shift in urban development thinking, from centralized growth to a multi-centered model, and from a purely administrative space to a comprehensive development zone linked to economic, cultural and social life.
As Hai Phong enters a new stage of development, the center and its surrounding urban landscape are gradually emerging as a symbol of a modern, dynamic and internationally integrated port city where tradition meets the future and historical values blend with aspirations for sustainable growth.
